ACCEPTANCE OF AGENDA:
Resolution # 119-2024:

The Town of Rochester Town Board accepts the agenda as prepared by the Town Supervisor with the addition of approving additional donations, discussion of zoning change, amend the executive session to include dismissal of particular employees.

Supervisor Report:

2/20/24: Second meeting will be held for the Boice Mill Road Bridge project.

Supervisor Baden also wanted to clear the rumors on social media pertaining to the Hudson Valley resort becoming a sanctuary city. There is a new owner as of last fall and the Attorney for owner met with the Town Attorney and Code Enforcement office discussing the resort property. Supervisor Baden wanted to make clear that a change of use of property would have to be filed and there have been no permits or applications filed and the current owner has no plans to change the zoning.

DISCUSSIONS:

ULSTER COUNTY COMMUNICATIONS TOWER REQUEST:

Supervisor Baden asked the Board if there is an interest to continue the dialog. After a brief discussion the Board agreed to move forward with the request.

COMMUNITY PRESERATION PLAN PROPOSAL- GREEN PLAN:

The Board agreed to have Supervisor Baden and Attorney Christiana to move forward with drafting a contract to present to the Board members at the next meeting.

GROUNDS MANAGER AGREEMENT:

The Board reviewed the agreement contract. Councilman Coleman will meet with Jeff Frey on Friday to discuss the agreement.

CHARTER SPECTRUM PROPOSAL:

Attorney Christiana has been in contact and will send the redline changes that have been discussed previously.

PHONE SYSTEM UPDATE:

Supervisor Baden stated that he forwarded more quotes from Kathy Gordon. She was in this week and started some of the upgrades.

ZONING CHANGE REQUEST:

Supervisor asked the Board if they would like to handle this request as a single amendment of to include it with the updated zoning change amendments the Board is working on.

It was agreed to set it as a stand alone amendment. Supervisor Baden will put the proposed local law together and bring it before the board at next meeting.

The Town of Rochester Town Board amends resolution # -2024, to include the acceptance of dontaions from Marlene Dunn in the amount of $ 200.00 and St. Paulies Textiles in the amount of $ 18.26.

AUTHORIZATION TO SIGN AN AGREEMENT :

The Town of Rochester Town Board authorizes the Town Supervisor to sign agreement, as presented, with the Ulster County Board of Elections.for use of the Harold Lipton Community Center on April 2, 2024, June 25, 2024, and November 5, 2024 for the purposes of an election poll site.

RECORDS STORAGE:

DOCUWARE SOFTWARE SOFTWARE:
Resolution # 122-2024:
The Board discussed the proposed software.

The Town of Rochester Town Board authorizes the Supervisor to set agreement with Toshiba DocuWare Cloud 4 software at $ 290 mo. for a 60 month term. The software includes 4 named users licenses, 20GB cloud storage.

TEMPORARY STORAGE FACILITIES:

Councilwoman Smiseth presented to the Town Board 3 quotes for sheds to be used as a temporary solution until a permanent solution can be made.
The Board agreed to look into it further and look into the pricing of pods as well.

RECORDS STORAGE BUILDING:

The Town of Rochester Town Board authorizes the Town Supervisor to seek sealed bids for Records storage building. Bids are due on or before 3/14/2024 at 2:00pm at the office of the Town Clerk.

TOWN HALL GRANT/ COMMUNITY CENTER:

Councilwoman Smiseth stated to the Board that she would be willing to take the lead on two topics .
One is to apply for a USDA Rural development grant for possible location of Town Hall
Two work on the removal of the Community Center Barn.

The Board reviewed the community center building/ grounds violations from the Code Enforcement office.
It was agreed to continue the conversation when the remaining Board members are present.

The Town of Rochester Town Board motions to enter into Executive Session at 8:40pm for the purposes of discussion of advice of counsel litigation settlement offer and to discuss the possible dismissal of employees.
