Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.

RESOLUTIONS:

AUTHORIZING SUPERVISOR TO INITIATE A CONTRACT- TELEPHONE SERVICE:
Resolution # 278 -2021:

A Motionwas made by Councilwoman Enouen authorizing the Town Supervisor to enter into a contract with CrossPoint Connect, Inc., 9 Marlons Way, Woodstock, NY for ESI Digital Telephone and Voicemail at Harold Lipton Community Center for the period of Sept. 15, 2021 through September 15, 2022 at a yearly contract price of $400.

AUTHORIZING TELEPHONE SERVICE INSTALLATION:
Resolution # 279-2021:

A Motion was made by Supervisor Baden that the Town Board authorizes the Town Supervisor to accept the estimate fromCrossPoint Connect, Inc., 9 Marlons Way, Woodstock, NY for ESI Digital Telephone and Voicemail installation not to exceed $925.

AMEND RESOLUTION # 279-2021:

A Motion was made by Supervisor Baden and seconded by Councilwoman Enouen to amend resolution # 279-2021 to read as follows;
That the Town Supervisor accept the estimate from CrossPoint Connect, Inc. 9 Marlons Way, Woodstock, NY for 3 used ESI 30 D back-lit speakerphones and voicemail installation not to exceed $ 550.00.

AUTHORIZING SUPERVISOR TO INITIATE A CONTRACT- PLAYGROUND EQUIPMENT INSTALLATION:
Resolution # 280 -2021:

A Motionwas made by Supervisor Baden that the Town Board authorizes the Town Supervisor to enter into a contract with Champion Recreation Services a Certified installer of Play & Park playground equipment, in the amount of $ 27,700.00 for installation and $3,500 for leveling and excavation, if necessary. This project shall utilize the American Rescue Plan for reimbursement for Town Park playground equipment installation. This is to be classified as a Public Health expenditure (EC1) for recreational purposes.
Only two quotes were achievable from certified installers of Play and Park playground equipment as these were the only companies available for scheduling to install in a timely manner.

AUTHORIZATION TO REFUND FEES:
Resolution # 281-2021:

A Motionwas made by Supervisor Badenupon request of the Planning Board, the Town Board authorizes the Town Supervisor to refund $200.00 paid to the Town of Rochester August 12, 2021 for fees associated with site plan application 2021-04SPA, to Michael Brown, dba 845 Vibrations 15 Cardinal Rd. Accord, NY 12404.. The application was withdrawn As the property sold to another buyer, Mr. Brown withdrew his application for the Planning Board. Very minimal work was done on this application, which included advisement about forms he would need to fill out, which were attached to an email.

AUTHORIZING SUPERVISOR TO EXTEND A CONTRACT-TOWN CLERK SOFTWARE:
Resolution # 282-2021:

A Motionwas made by Councilman Paddock authorizingthe Town Supervisor to extend a contract with Williamson Law Book Company, 790 Canning Parkway, Victor NY 14564 for software support for Town Clerk operational software in the amount of $704.00 for the period of 10/1/2021 through 9/30/2022.

DISCUSSION OF LETTER RECEIVED FOR TRAFFIC CONTROL:

Resident submitted a letter of request for the use of the Town Constables for events at Arrowood.
Supervisor Baden stated that constables will deploy for the Monster Truck show and Arrowood farm ,both having large events this weekend.
Councilman Paddock stated from a former Planning Board member stand point Arrowood did a fantastic job. They get a gold standard on parking, noise, security, food, bathrooms and traffic.
Councilwoman Enouen asked that the board speak with the constables after the events to see how they feel, create a dialog on how we all can do better.

MANUFACTURED HOUSING PARK DAILY FINE AS PER ยง140-24(F)(2):
Resolution # 283-2021:

A Motionwas made by Councilwoman Enouen that the Town of Rochester Town Board establishes a daily levy of fine for violation of Manufactured Housing Park permit operational standards pertaining to health, safety, and Town Code, as determined by the Code Enforcement Officer. Such daily levy of fine shall be
$ 100.00 effective September 23, 2021.

EXECUTIVE SESSION:

A Motion was made by Councilwoman Enouenmotions to enter into executive session for discussions of particular persons related to the appointment of a chair to the Planning Board at 7:12pm.
