PRESENTATION: ULSTER COUNTY COMMISSION ON REAPPORTIONMENT

PRESENTATION: COMPREHENSIVE PLAN AND LAND USE CODE REVIEW COMMITTEE

RESOLUTIONS:

ADOPTION OF LOCAL LAW # 3-2021: AMENDING CHAPTER 140, ZONING TOWN OF ROCHESTER CODE:
Resolution #258-2021:

A Motionwas made by Supervisor Baden thatthe Town Board adopts Local Law 3-2021, as presented to the Town Board August 17, 2021, such Local Law amending Chapter 140 of the Code of the Town of Rochester to add a new subsection §140-26A entitled “Short-Term Transient Rentals”. A negative declaration pursuant to NY State Environmental Quality Review (SERQA) having been prepared and adopted August 12, 2021 determining the local law will result in no significant adverse impacts on the environment, and, therefore, an environmental impact statement need not be prepared.

APPOINTMENT OF EMPLOYEE- TRANSFER STATION LABORER:
Resolution # 259-2021:

A Motionwas made by Councilwoman Enouen upon recommendation of Department Head Frey, Supervisor Baden, and Councilwoman Enouen, the Town of Rochester Town Board appoints Steven Potter to fill the vacant position of Laborer/Transfer Station at a rate of pay of $15.00 per hour for 32 hours worked per week. This employee will be designated to fill the position of laborer/attendant under the Town of Rochester job duty description.

APPOINTMENT OF EMPLOYEE-ASSESSOR:
Resolution # 260-2021:

A Motionwas made by Supervisor Badenupon recommendation of Supervisor Baden, the Town of Rochester Town Board appoints Jeremy Baracca to fill the vacant position of Assessor at an annual salary of $32,676.80, to be prorated weekly for the duration of 2021, for 20 hours worked per week, effective September 13, 2021, and authorizes the Town Supervisor to sign the Memorandum of Agreement for Shared Services with the Towns of Rochester, Marbletown, and Rosendale.

REQUEST OF ULSTER COUNTY PERSONNEL TO ESTABLISH AN EMPLOYEE POSITION:
Resolution # 261 -2021:

A Motion was made by Councilwoman Enouenthat the Town of Rochester Town Board authorizes Supervisor Baden to request a determination from the Ulster County personnel department as to the classification of a 35 hour per week Assistant Recreation Director (FT). The rate of pay shall be $16.50 per hour for the duration of 2021.

REQUEST TO AMEND BUDGET:
Resolution # 262-2021:

A Motion was made by Supervisor Badenthatthe Town of Rochester Town Board authorizes Supervisor Baden toamend the 2021 Highway Fund budget as follows;
Expenditure line DA9730.600, BAN Principal, to be increased from $240,000 to $281,165 Revenue line DA599, Appropriated Fund Balance, to be increased from $140,000 to $181,165.

PRICE INCREASE FOR TRACTOR TRAILER TIRES:
Resolution # 263-2021:

A Motionwas made by Councilwoman Enouen that the Town Board raises to price from $ 8.00 to $16.00 per ply of Tractor Trailer tires effective immediately.

DISCUSSION:

Request for Zoning Designation Change – 1819Granite Road:
The applicantwants to focus on agriculture and remove special events from the previous submitted application. Once an updated application is submitted the Board can decide if they want to move forward with a public hearing, SEQRA part 1 & 2.

Payroll Services Contract:
Supervisor Baden presented to the Board 2 company quotes. The Board agreed to want another quote and will discuss it at the next meeting.

Fireworks for Heritage Day:
Supervisor Baden would like the Town Board to sponsor the fireworks show for Heritage Day. This is a great investment for the community and the cost is $ 3,500.00 The Board will discuss it further at the Town Board meeting.

American Rescue Plan funding:
Supervisor Baden asked the Board about spending approximately $ 26, 000.00 for the installation of the playground equipment.

Playground Equipment and Installation:
Supervisor Baden stated that after learning more about the installation of the playground equipment it may be harder than expected looking for volunteers.

Watershed Park:
Councilman Hewitt discussed the next phase of the watershed education park. He presented the Board with a pricing printout for cost of trees.
Councilwoman Enouen stated that she wants more of an itemized charge as to what is actually going to happen.
Councilwoman Haugen-Depuy stated that she would like to see photos of the project.
It was agreed that an itemized statement be given to the Board so they know what we would be paying for.
