C. Amending Resolution _____ Payment of Highway Fund Abstract 13-2021
Recommended Resolution: The Town Board amends Resolution xxx-2022, and approves the payment of Highway Fund Abstract 13-2021 in the amount of $17,862.94

D. Action on Minutes
Recommended Resolution: The Town of Rochester Town Board accepts the minutes of the January 3, 2022 Organizational meeting, January 6, 2022 Regular meeting, January 19, 2022 Special meeting, January 19, 2022 Workshop meeting, and January 26, 2022 Audit meeting.

E. Appointment of Municipal Recycling Coordinator
Recommended Resolution: The Town of Rochester Town Board appoints Erin Enouen to the position of Municipal Recycling Coordinator, to serve at the pleasure of the Town Board, at no compensation.


F. Electrical Inspector List addition
Recommended Resolution: On request by the Building Department, the Town of Rochester Town Board authorizes the addition of James R. Greaves to the list of Town of Rochester approved 3rd party electrical inspectors.

G. Refund of Building Permit Fee
Recommended Resolution: On request by the Building Department, the Town of Rochester Town Board authorizes the Town Supervisor to refund fees to Shlomo Avi-No’am for Building Permit application 21/680, dated 12/03/2021 in the amount of $237.80. The application was withdrawn and no action was taken by the Building Department.

H. Refund of Planning Board Fee
Recommended Resolution: On request by the Planning Board, the Town of Rochester Town Board authorizes the Town Supervisor to refund fees to Robert Griffitts for Lot Line Improvement application, dated 11/30/2021 in the amount of $100.00. The application has been changed to Major Subdivision and the accompanying fee has been paid in full.

I. Recreation Department Request
Recommended Resolution: On request by the Recreation Department, the Town of Rochester Town Board authorizes the Recreation Department to host a Valentines Day Youth Paint Class on February 11, 2022 from 5pm – 7pm at the Harold Lipton Community Center.

J. Award of and Authorization to Sign a Contract
Recommended Resolution: The Town of Rochester Town Board awards contract renewal with Sprague & Kileen on behalf of Beazley for breach response insurance, effective January 22, 2022, in the amount of $5,511.14 and authorizes the Town Supervisor to sign the contract renewal.

K. Award of and Authorization to Sign a Contract
Recommended Resolution: The Town of Rochester Town Board awards a contract to purchase computer equipment for the Transfer Station from Fisch Solutions, 320 Robinson Avenue Suite 225, Newburgh, NY 12550, specifically,
(1) Lenovo ThinkCentre M Series Tiny PC,
(1) Lenovo 23.8 “ Monitor,
(1) Brother Compact Monochrome Laser Printer,
Total pricing $1,647.00. $1,000 has been appropriated in the 2022 budget.
The Town Supervisor is authorized to sign the contract.

L. Award of and Authorization to Sign a Contract
Recommended Resolution: The Town of Rochester Town Board awards a contract to purchase computer equipment for the Planning & Zoning Department from Fisch Solutions, 320 Robinson AvenueSuite 225, Newburgh, NY 12550, specifically,
(1) Lenovo E-Series LAPBASIC laptop,
Total pricing $1,449.00. $700 has been appropriated in the 2022 budget.
The Town Supervisor is authorized to sign the contract.

M. Award of and Authorization to Sign a Contract
Recommended Resolution: The Town of Rochester Town Board awards a contract to purchase record conversion services for building and code enforcement office records from Instream LLC.
Instream LLC is a NYSED preferred vendor and is has been preapproved for the contract with the Town. Total pricing $49,969.28. This contract is made as part of the awarded 2021 Local Government Records Management Improvement Fund (LGRMIF) grant. The Town Supervisor is authorized to sign the contract.

N. Award of and Authorization to Purchase Large Format Scanner
Recommended Resolution:
Whereas, This purchase is made as part of the awarded 2021 Local Government Records Management Improvement Fund (LGRMIF) grant.
Whereas, NYSED grant funding requires the vendor to be M/WBE certified.
Whereas, The original quote was secured in 2019 via a company thought to be eligible and found to be noneligible.
Whereas, Six requests for quotes were emailed to M/WBE compliant vendors found on the NYS list.
Whereas, Intivity is the only vendor who replied with ability to supply the product
Whereas, $7,160 has been appropriated in the 2022 budget.
Therefore, The Town of Rochester Town Board awards a contract to purchase from Intivity, 106 Despatch Dr. Suite 2, East Rochester, NY 14445, specifically
(1) Epson SureColor T5270 Single Roll Edition Printer,
(1) MFP Scanner (LFP) for SureColor T5270 and T5270D Printers SureColor 36 Color MFP Scanner,
(1) labor, setup, accessories, orientation,
(1) shipping and handling,
Total pricing $8,649.79.
The Town Supervisor is authorized to place the order.

O. Appointment of Assessor Aide
Recommended Resolution: The Town of Rochester Town Board appoints ______ to the position of Assessor Aide (provisional) at an hourly wage of $17.00 per hour for 35 hours per week, effective February 7, 2022, subject to approval by the Ulster County Personnel Department as meeting the minimum position qualifications.

P. Appointment of Recreation Commission Chair
Recommended Resolution: On recommendation of the Recreation Commission, the Town of Rochester Town Board appoints _______ Chairperson and __________ Vice-Chairperson of the Recreation Commission.

Q. Removal of Recreation Commission Member
Recommended Resolution: The Town of Rochester Town Board authorizes the Town Supervisor to send notice rescinding the appointment of _______ from membership to the Recreation Commission due to failure to complete the required background check application after several requests of compliance.

R. Appointment of Historic Preservation Commission Member
Recommended Resolution: The Town of Rochester Town Board appoints Bea Haugen Depuy to membership to the Historic Preservation Commission for a term to end December 31, 2024 and requests the Town Clerk notify appointment and Oath of Office requirements.

S. Call for Nominations – Planning Board Member
