MEETING MINUTES OF December 11th, 2023, REGULAR MEETING OF Town of Rochester PLANNING BOARD held at 6:30PM at the Harold Lipton Community Center and streamed live via YouTube.

Chair Grasso called the meeting to order at 6:30 PM and asked everyone to stand for the Pledge of Allegiance.

Secretary Wilhelm did roll call attendance.

DESCRIPTION: The applicant proposes a 2-lot subdivision, conveying +/- .3 acres from Cusack to Faso. This site was a part of a previous subdivision in 2021.

Mr. Eggers explained that the property was sold to new owners. The application has been withdrawn due to the sale. If the new owners would like to move forward with this plan, then they will need to file a new application.

Application # PB 2023-657 Applicant/Owner: Twin Track Promotions/ Accord Speedway / Gary Palmer Type: SPA Representative: Gary Palmer Zoning: R5 Property Location: 299 Whitfield Rd SBL: 69.1-1-5 SEQRA: Undecided Status: New Application DESCRIPTION: The applicant proposes to add Commercial Events to their already approved Site Plan.

Chair Grasso read through Dave Church’s comments. Mr. Pinsky was in favor of doing a sound study. Chair Grasso, Mr. Jones, Mr. Jarvis, and Ms. Graham were not in favor of doing a sound study. The board feels the events proposed will not cause more noise than the typical racing events. Ms. Graham made a motion to approve the waiver as requested. Mr. Jarvis 2nd the motion. All in favor, 5 yes, 0 no, 0 abstain. Mr. Jarvis made a motion to sett public hearing for January 8th, 2024. Mr. Pinsky 2nd the motion. All in favor, 5 yes, 0 no, 0 abstain.

OTHER MATTERS:
• December Workshop Meeting Discussion
Ms. Graham made a motion to cancel the December 27th, 2023, workshop meeting. Mr. Jarvis 2nd the motion. All in favor, 5 yes, 0 no, 0 abstain.
• Schedule 2024 Training with Attorney
The board scheduled the SEQRA and Wetlands training for the January 29th,2024 Workshop meeting.
