Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.

Resolution – Local Law 2-2021

AMENDING CHAPTER 132, VEHICLE AND TRAFFIC:
Resolution # 205-2021:

A Motion was made by Councilman Paddock that The Town Board adopts Local Law 2-2021, amending Chapter 132, Vehicles and Traffic, of the Code of the Town of Rochester and requests the Town Clerk file such with the NYS Secretary of State. Second: Councilwoman Enouen

AUTHORIZING THE SUPERVISOR TO SUBMIT APPLICATION FOR THE AMERICAN RESCUE PLAN ACT:
Resolution # 206-2021:

A Motion was made by Councilwoman Enouen that the Town Board authorizes the Supervisor to complete and submit the application to request American Rescue Plan Act funding.
Second: Councilman Hewitt
Discussion: Supervisor Baden stated that every Municipality in the Country is being awarded funding under the American Rescue Plan Act. The amount is determined by population size of the town. New York State has 30 days to disperse the money to the municipality with the option to extend 30 days; then NYS can request an additional 30 days from the Federal Treasury. The Town will receive the first half this year and second half in 2022. Impending application, guidelines, and a detailed formula; the town is allowed to spend the funding on things like Community Water and Sewer; Community Broadband; It can also be used for reimbursement to towns for expenses due to Covid or to businesses, not-for-profit agencies or anything that was impacted by Covid.

Discussion
Amending Chapter 140 to add a New Section, Short-Term Rentals
The Board had a lengthy discussion about proposed changes to the Short-Term Rental Law.

Request for Zoning Designation Change – Beehive Rd.
The Board would like to hear from the applicant and will request the applicant be at the June 24th workshop meeting.
Assessor Resignation/Replacement:
Town Assessor Mike Dunham suggested the Town of Rochester hire a Sole Assessor, instead of having a shared Assessor with two other towns.

American Tower lease extension proposal: still in negotiation

Reopening Town Buildings and Public Meetings:

The first “in person” meeting for the town will be the Town Board Workshop Meeting held at the Harold Lipton Community Center on June 24th,2021. Attorney Christiana stated we are still allowed virtual meetings until July 5th; the Board agrees that everyone on the Board including the clerks; still wear masks.

AUTHORIZING THE SUPERVISOR TO SIGN AN AGREEMENT:
Resolution #207-2021:

A Motion was made by Supervisor Baden to sign an agreement between the Town of Rochester and Hudson Valley Appraisal Corporation, PO Box 1004, Port Ewen, NY 12466 in the amount of $4,000 for professional services. Second: Councilman Paddock
Discussion: Councilwoman Haugen-Depuy: is there a reason why we are not outwardly discussing what this is in regard to? Supervisor Baden: Because the Board will be negotiating a contract, it’s an acquisition, sale, or lease of real property.
