Call to Order – Pledge to the Flag – Roll Call

MOMENT OF SILENCE:

Supervisor Baden held a moment of silence for the Town of Shawangunk Town Supervisor’s wife who passed away after a long battle with cancer.

HERITAGE PARK GRANT:
Resolution # 196-2020:

A Motion was made by Councilman Hewitt that;
WHEREAS, the Town of Rochester Town Board is applying to the Hudson River Valley National Heritage Area for a grant under the Hudson River Valley National Heritage Area Grant Program for a project entitled Watershed & Ecological Farming Educational Park to be located in Kerhonkson, NY, Town of Rochester,
NOW, THEREFORE, be it resolved that the governing board of the Town of Rochester hereby does approve and endorse the application for a grant under the Hudson River Valley National Heritage Area Grant Program, for a project known as Watershed & Ecological Farming Educational Park and located within this community.

DISCUSSION:
Councilman Hewitt said this grant is a $ 5,000.00 match for a kiosk that Supervisor Baden found. We have a letter of support from the Superintendent of Highways to go with the grant.
Councilwoman Haugen-Depuy asked for clarification on the grant itself, what are we doing? Where did the money go that we authorized months ago? The diagram looks like we are damming the mill brook stream. What are the DEC regulations, classifications associated with this. Do we need permits to cut down trees around the stream?
Councilman Hewitt clarified that we are not restricting the stream, there is a log that has been there for approximately 50 years that is naturally damming the stream. The cost we approved unanimously was for the services of Andrew Faust of Bioregional Living LLC to begin background research on all of the species that exist on the property now and find sources for what we want to plant in the Agroforestry/Forest Garden plantings.
Walk and thoroughly assess the site to establish an idea of a good layout for trails that lead to significant or rare locations on the property. Begin to asses our needs for tree plantings, signage, sitting and observation areas, steps or switchbacks, and more. We plan to present to the Board in November.

Supervisor Baden stated that we are not proposing doing anything to the stream. DEC regulations are not required because we are not entering the stream or changing the bank of the stream so nothing requires a permit. The resolution is to apply for a grant for a kiosk, it has nothing to do with the work on the park itself.

Councilwoman Haugen-Depuy stated we saw the destruction this past summer between the deep hole and the Vernooy kill falls with damage people have caused and I have questions as to the expectation of this park. I know nothing, I received an email last night that I didn’t even have time to read until today and I have questions that as a Board member I have every right to ask. We’ve yet to see a report of the $ 2,600 that we authorized.

Supervisor Baden stated that a deadline had to be met we can withdraw the resolution if you want.
Councilwoman Enouen stated that applying for the grant isn’t sealing the of the park. I don’t think the park is even in the proposal phase at this point, once presented the Board will have the opportunity to vote to create the park.

Councilwoman Haugen-Depuy stated the kiosk will attract people so what are we expecting this to be, like I said we saw the destruction of property this past summer.

TRANSFER STATION FEES:

The Town Board discussed the proposed prices of the transfer station under the new regulations of not having a scale and how C/D will be received. Supervisor Baden said that he and Councilwoman Enouen have been talking to other Supervisor’s on how they handle their residential construction and MSW.

Resolution # 197-2020:
A Motion was made by Councilwoman Enouen to adopt the new pricing structure for the transfer station as presented effective September 18, 2020.

A Motion was made by Councilman Hewitt that the Town Board authorizes the Town Supervisor to sign renewal for the yearly Service and Maintenance Agreement, effective September 15, 2020 at a fee of $500 per year with Crosspoint Connect, Inc. 9 Marion’s Way, Woodstock, NY 12498 for the Town Hall digital telephone system and voice mail.

Resolution # 199-2020:

A Motion was made by Supervisor Baden The Town Board authorizes the Town Supervisor sign a Street Lighting Authority Order with Central Hudson Gas & Electric Corporation, Route 28 at Thruway Circle, Kingston, NY 12401 to add a street light on CHG&E pole number 100846, located at Old Mine Road and Academy Street.

# 10, # 15, # 5, # 12, # 6 were listed as the top 5 companies. Supervisor Baden asked the Board if they want to hold interviews for presentations with all 5 companies.
Councilwoman Haugen-Depuy stated that the two in the top five didn’t give the price per square foot like we asked for and we shouldn’t include them. The RFP asked for price per square foot.
Councilman Paddock agreed with Councilwoman Haugen-Depuy, but wondered what if we miss out on a good opportunity. It is easy enough to convert the total to square footage.
Councilman Hewitt agreed with Bea regarding the square footage, but also when Adam stated that we could be missing out on a good opportunity it made me lean more towards including them.

A Motion was made by Councilwoman Enouen to schedule presentation interviews with the top 5 companies.

DISCUSSION:
Councilwoman Haugen-Depuy reiterated that the RFP was based on square foot and we should stick to the RFP.
Councilman Hewitt : I agree with Bea however I hate to see us miss out on a good opportunity over a simple detail.
Supervisor Baden stated that understands and agrees but by holding these interviews we are making the process fair. The workshop meeting will be held in person and I will schedule 10 minute increment zoom meetings starting at 7 with the companies.
Councilwoman Haugen-Depuy said as long as this is the only thing on the agenda because these 10pm meetings are getting to be too much.
Councilman Hewitt agreed.
