Town Board Public Hearing – October 2016

The Town of Rochester Town Board held a Public Hearing on October 6, 2016 at the Town of Rochester Town Hall regarding proposed Local Law # 3-2016: Solar Energy Law.
PRESENT:
Supervisor Chipman Councilwoman Chachkin Councilwoman Fornino
Councilman Drabkin Councilman Spano Town Clerk Gundberg
Attorney Christiana

PLEDGE:

Supervisor opened the meeting and Sophie Jenkins led in the Pledge of Allegiance to the Flag.

MOMENT OF SILENCE:

Supervisor Chipman held a moment of silence for William Collier an active member in our Community.

PUBLIC COMMENT:

John Reagan of Cypress Creek Renewables praised the Town Board for putting the Solar Law together.

John Hoffstetter of Olive Bridge asked for clarification regarding state land importance and prime farm land.

Supervisor Chipman stated the HPC had concerns with the solar law regarding roof mounted solar. The question was in regards to allowing up to 18 inches between the roof and the solar mount.

Steve Fornal stated the reason for that was to create a buffer so the panels have mobility to be moved in position of the solar array.

Supervisor Chipman stated that the Town of Rochester has the best solar law so far and it is being used as an example for other townships. A big thank you to Steve Fornal, Mike Baden and the ZRC for all their time and effort put into this law.

CLOSE PUBLIC HEARING:

A Motion was made by Councilwoman Chachkin to close the public hearing at 7:11pm.

Seconded by: Councilwoman Fornino 5-0aye, motion carried
