The May Town Board Meeting was held on May 7, 2015 at 7:00pm at the Town of Rochester Town hall.

Supervisor Chipman opened the meeting and held a moment of Silence for Edwin Lamon.
PUBLIC COMMENT:
Mike Baden presented to the Town Board a consolidated funding application with available resources for 2015.
He also stated that he will be meeting with Tom Hines from Ulster County Information Services to make changes to the zoning map Monday afternoon. The changes will include update changes on all parcels since 2008.
The Town Board thanked Mike for his efforts.
Martha Tardibuono expressed her concerns with the Town deciding to go from a full time assessor to a part time assessor now that Cindy has passed
APPROVAL OF MINUTES:
A MOTION was made by Councilwoman Chachkin to approve the 4/2/2015 Public Hearing on Local Law # 2-2015, 4/2/2015 Regular meeting, 4/03/2015 Special meeting in regards to local law # 1-2015, 4/16/2015 public hearing on VLT’s, 4/16/2015 Special meeting

SUPERVISOR’S REPORT: will file next week
SUPERVISOR’S UPDATE:
Supervisor Chipman stated they are still working hard on the RRA contract and solutions. As part of a committee Supervisor Chipman has been exploring other Counties waste management sites. More to report in the future.
There has also been discussion of a compost pile at the transfer station that will cut the amount of household garbage.
Supervisor Chipman received a letter from NYS Parks, Recs, and Historical Places in regards to Alligerville being listed on the NYS register of Historical places. The letter included a positive recommendation for the district to be listed on the national register.

LIAISON REPORTS:
Councilwoman Chachkin: HPC: submitted application for historical survey of the hamlet of Accord.
Planning Board: 4/20 meeting 2 applications submitted for commercial events. 1 in Alligerville at the Crested Hen Farm & the old train station in Accord.
Councilwoman Fornino: Mother’s Day bunch 5/8/15 from 10:30-12pm. Memorial Day 5/25 line up is at 12:30 parade starts at 1:00pm. Summer program only has week 7 open, all other weeks are filled completely.
Councilman Drabkin: nothing to report
Councilman Spano: nothing to report
Supervisor Chipman: ECC: kudos for Earth day cleanup. There was an educational forum, pizza and entertainment. Still waiting on numbers from the transfer station on pickup totals. Next project is cleanup of the Rondout with river keeper.

HARRIS ROAD DISCUSSION:
There was a lengthy discussion in regards to Harris Road in Kerhonkson, NY. Residents of Harris Road in the Town of Rochester, filed a petition with the Town Board requesting the Town of Rochester to improve Harris Road.
Attorney Christiana clarified some aspects of the law and explained what needs to be completed in order for the Town to take the road over. The residents attending the meeting stated they would be in touch once they discussed their options with other residents on Harris Road.

A Motion was made by Councilman Spano to award Reed Systems LTD the bid contingent that it is conformant with specifications.

TEMPORARY MARRIAGE OFFICER APPOINTMENT:
Resolution # 66 -2015:
A Motion was made by Councilman Spano to appoint Louis Janet Freedman temporary marriage officer for June 27, 2015 at a private residence within the Town of Rochester.

PERMANENT HIGHWAY SECRETARY:
Resolution # 67 -2015:
A Motion was made by Councilman Drabkin to appoint Fallon-Grace A. Wynkoop permanent Highway secretary with a probation period starting from the time of temporary appointment.

SURPLUS BID DISCUSSION:
There was a discussion of surplus of equipment and items that are to be gathered for a list by the next Town Board meeting so it can be placed out to bid.
MEMORIAL DAY PARADE:
Supervisor Chipman stated that there will be a memorial ceremony at 11am at the Town of Rochester Veterans Memorial Park on 5/25/2015.
PUBLIC COMMENT:
Richard Miller received confirmation that we will be receiving$ 800.00 for the screw up on the generator.
