Town Board Meeting – Feb 5, 2015

The February Town Board Meeting was held on February 5, 2015 at 7pm at the Town of Rochester Town Hall.

PLEDGE:
Supervisor Chipman opened the meeting and Richard Miller led in the Pledge of Allegiance to the Flag.

APPROVAL OF MINUTES:

A Motion was made by Councilwoman Chachkin to approve the minutes of the 01/08/2015 Organizational Meeting & 01/08/2015 Town Board Meeting.

SUPERVISOR’S UPDATE:

Nothing to report

LIASION REPORTS:

Councilwoman Chachkin: no meeting held so nothing to report.
Councilwoman Fornino: nothing to report
Councilman Drabkin: ZBA: no meeting. Hwy: Highway Superintendent Kelder asked the public to be patient. We’ve had a lot of snow and ice and no sun to help us out. But we are doing our best!
Councilman Spano: nothing to report

NEW/OLD BUSINESS:

APPOINTMENT TO THE ENVIRONMENTAL CONSERVATION COMMISSION:
Resolution # 39 -2015:

A Motion was made by Councilwoman Chachkin to re-appoint Tim Ganon to the Environmental Conservation Commission with a term to expire 12/31/2017.

APPOINTMENT TO THE PLANNING BOARD:
Resolution # 40 -2015:

A Motion was made by Councilwoman Chachkin to reappoint Patrick Williams to serve as the Alternate to the Planning Board with a term to expire 12/31/2016.

APPOINTMENT TO THE HISTORIC PRESERVATION COMMISSION:
Resolution # 41 -2015:

A Motion was made by Councilwoman Chachkin to reappoint Alice Cross to the HPC with a term to expire 12/31/2017.

Resolution #42 -2015:

A Motion was made by Councilwoman Chachkin to appoint Alice Cross to serve as Chair and Ward Minz to serve as Vice Chair to the Historic Preservation Commission.

CLOSING OF MID-HUDSON POSTAL FACILITY:

Supervisor Chipman presented to the Town Board a resolution supporting the Mid-Hudson Postal Facility to remain open.
Town Clerk Gundberg stated that 2014 year when the first class mail was sent to Albany mail was lost and taking longer to reach our residents. This delay of mail negatively affected our residents during tax time.
The board agreed to table the resolution until next month.

BUS:
Richard Miller presented to the Town Board bids on school buses for the Community Center. He has searched central school districts across the state.
Resolution #43 -2015:
A Motion was made by Councilman Drabkin to authorize Richard Miller to bid for a bus with a maximum of $ 5,000.00 pending Attorney Christiana approval of said Procurement Policy.

Councilman Drabkin stated that we should enter into contract with a bus company for long trips. Any trip that is a long distance is too much of a liability. With a bus company they would be responsible of bus breakdown and picking up those to complete the trip.

Resolution # 44 -2015:
A Motion was made by Councilman Drabkin to have the Youth Commission bus not exceed 70 miles from the Town of Rochester Town Hall.

ZONING MAP:

The Board had a lengthy discussion on changes to the zoning map.

A Motion was made by Councilman Drabkin to approve the following bills as audited this date

PUBLIC COMMENT PERIOD:

Mike Baden gave his input on zoning changes. In reference to the telecommunications registration process it’s up to the board to decide on a fee. The Board should meet with Jerry Davis to make a decision how they want to go about it.

EXECUTIVE SESSION:

A Motion was made by Councilman Drabkin to enter into executive session at 8:15pm with Highway Superintendent Wayne Kelder to discuss a personnel issue within the Highway Department & a current administration proceedings on a Human Rights Case.

A Motion was made by Councilman Drabkin to reconvene the meeting at 8:55pm stating no action taken nor monies expended.
