Town Board Audit/Workshop Meeting – January 2016

The January Audit Workshop Meeting was held on January 28, 2016 immediately following proposed Local Law # 1-2016.

 

PRESENT:

 

Supervisor Chipman            Councilwoman Chachkin            Councilman Drabkin

Town Clerk Gundberg        Attorney Christiana

 

ABSENT:

Councilwoman Fornino          Councilman Spano

 

 

INTERVIEWS FOR BOARDS AND COMMISSIONS:

 

Supervisor Chipman announced that all interviews can be held in executive session or open to the public.

Rick Jones was interviewed for a position on the ECC

Norm Chachkin was interviewed for a position on the BOAR

Elaine Laflamme was interviewed for positions to the BOAR & HPC

 

Councilwoman Chachkin recused herself from all interviews with BOAR appointments.

Mel Tapper was interviewed for a position on the Planning Board.

Larry DeWitt interviewed for a position on the Planning Board.

 

Supervisor Chipman stated that the Town Board will vote on vacancies next week.

 

COMMENTS REGARDING PROPOSED LOCAL LAW 1- 2016:

 

No comments made.

 

DRUG AND ALCOHOL POLICY:

 

Supervisor Chipman stated that Michael Richardson’s recommendation was to hire a consultant familiar with drug & alcohol policies. The Board received copies of Town of Wawarsing & Town of Marbletown’s drug and alcohol policy.

Supervisor Chipman stated he was going to check with Department of Labor & Association of Town’s regarding CDL regulations.

The Board agreed before we pay for a company to give interpretation, let’s see how much help we can get from gathering information first.

 

SHARED SERVICES GRANT:

 

There was a brief discussion on the e-mail Councilman Spano sent in regards to Courthouse construction grants and loans.

 

TRANSFER STATION:

 

Councilwoman Chachkin stated that information regarding transfer station needs to be updated on the website. There seems to be some confusion regarding bag fees.

Supervisor Chipman said he’ll talk to the guys and tell them that it is $ 3.50 per bag or have the bag weighed.

 

Resolution #31 -2016:

 

A Motion was made by Councilman Drabkin that the senior fee for Transfer Station permit be

$ 20.00.

WHITE LINES ON TOWN ROADS:

 

Councilwoman Chachkin asked what the possibilities to have white lines on the sides of the town roads? She explained a dangerous situation she was in the previous month with heavy rain fall, fog, and not being able to see the road. This could have to same effect with blinding sunlight and rapid sun to shade. Is there anything that can do to make it safer? Is there some sort of direction the town can go in to find out this information?

Highway Superintendent Wayne Kelder stated that rural roads do not have lines because the roads are not wide enough to have them. And the reality of it all is that this is very expensive and places a huge liability on the Town.

There was a brief discussion on other alternatives such as reflectors or lighting.

Attorney Christiana was directed to look into liabilities & legalities of it.

Supervisor Chipman stated he would contact our insurance company & see what the county has in regards to white lines on the roads and possible cost per mile.

 

GILES EDWARD UPDATE:

 

Councilwoman Chachkin stated that Councilman Spano asked for an update on the Giles Edward property. Supervisor Chipman stated that CEO Jerry Davis is trying to contact the family of this estate.

 

Supervisor Chipman wanted the board to know that violations were given to the Brick House.
