Town Board Audit/Workshop Meeting – August 2017

The August Audit meeting was held on August 31, 2017 at 7:00pm at the Town of Rochester Town Hall.
PRESENT:

ABSENT:

Councilman Drabkin

PLEDGE:

Supervisor Chipman opened the meeting and Town Clerk Gundberg led in the Pledge of Allegiance to the Flag.

INTERVIEWS FOR VACANCY ON THE ZONING BOARD OF APPEALS:

The Town Board held interviews for a vacancy on the ZBA with the following;
Bill Barringer
Zorian Pinsky ( also for vacancy on Planning Board )
Erin Enouen asked for the permanent seat on the ZBA she currently serves as the alt.
Bruce Psaras
Stephanie Bludau-Tor

INTERVIEW FOR POSITION ON THE PLANNING BOARD:

The Town Board held an interview with Sam Zurofsky for the vacancy on the Planning Board.

APPROVAL OF BILLS:

A Motion was made by Councilwoman Haugen-DePuy to pay the following;

General Fund Abstract 6 of 2017 $74,064.20
Highway Fund Abstract 6 of 2017 $ 159,095.67
Street Lighting ______________
$ 233,159.89

COURTHOUSE DISCUSSION WITH JUSTICE BABCOCK:

The Town Board met with Judge Babcock to discuss the current part-time employee becoming a full-time employee. Supervisor Chipman stated that this would be approximately an additional
$11, 000.00 of unbudgeted money to complete out the year.
Judge Babcock spoke of the success of receiving grant money to make improvements to the courthouse. A heating and insulation system was updated at the Court saving fuel costs.
Currently there is $ 1038.00 left in the 2016 cap grant to be used and Judge Babcock would like to see those monies be used towards the replacement of windows. The one quote he presented to the Board was in the amount of $ 2,933.00 with the cap grant it would be a cost of $ 1895 to the town.
Supervisor Chipman stated to have Harry get involved and get three quotes for window replacement and let the HPC be aware as well because it is a historic building with historic windows.

TOWN PROPERTY SUBDIVISON/ CLOSURE OF MINING PERMITS:

Attorney Christiana stated that Borrego should complete the subdivision plans for the Town. The company will know where the lines need to go separating the solar from the sand mine.
Borrego also request that the mining permits be closed for the Transfer Station and Sand mine.
The Board agreed closing the permit at the Transfer Station but too much would be involved at the sand mine with wanting to reopen in the future.
Attorney Christiana stated that she will do a follow up with Borrego’s Attorney.

ZONING REVISION COMMENTS:

Supervisor Chipman stated that he would like to hold a workshop meeting to finish up the zoning revisions. Changes need to be made regarding maintenance, penalties and fire safety regarding air B & B’s.

ZONING REVISIONS WORKSHOP MEETING:
Resolution # 95 -2017:

A Motion was made by Councilwoman Haugen-Depuy to hold a workshop meeting on 9/20/2017 at 6pm at the Town of Rochester Town Hall regarding the zoning revisions and for the Town Clerk to advertise the same.
