Recommended resolution; Upon review of information and analysis of the Short Environmental Assessment Form and completion of Part 2, Impact Assessment, pursuant to the NYS Environmental Quality Review Act (SEQRA), the Town of Rochester Town Board adopts a Negative Declaration for Local Law No. 8 – 2018, amending Chapter 53, Animals, of the Code of the Town of Rochester

Recommended resolution; The Town Board hereby adopts Local Law No. 8 – 2018, amending Chapter 53, Animals, of the Code of the Town of Rochester; as adopted by the Town Board of the Town of Rochester: 8-1-1974 by L.L. No. 2-1974; amended 5-3-1984 by L.L. No. 2-1984; amended in its entirety by L.L. No. 1 – 1998; Subsequent amendment 12-02-2010 by L.L. No. 4 -2010.

F. 2019 Town Board Regular Meeting Schedule
Recommended resolution; The Town Board establishes the 2019 Regular Town Board meeting schedule, as follows, to be held on the first Thursday of each month at 6:30pm (except July 2019) at the Town of Rochester Town Hall, 50 Scenic Road, Accord, NY 12404, and directs the Town Clerk to post legal notice of such meeting schedule.
Jan. 3, 2019; Feb. 7, 2019; March 7, 2019; April 4, 2019; May 2, 2019; June 6, 2019; Tuesday July 2, 2019; August 1, 2019; Sept. 5, 2019; Oct. 3, 2019; Nov. 7, 2019; and Dec. 5, 2019.

G. 2019 Town Board Audit/Workshop Meeting Schedule
Recommended resolution; The Town Board establishes the 2019 Audit/Workshop Town Board meeting schedule, as follows, to be held on the last Thursday of each month at 6:00pm (except October, November, and December 2019) with the Workshop to immediately follow at 7:00pm at the Town of Rochester Town Hall, 50 Scenic Road, Accord, NY 12404, and directs the Town Clerk to post legal notice of such meeting schedule.
Jan. 31, 2019; Feb. 28, 2019; March 28, 2019; April 25, 2019; May 30 2019; June 27, 2019; July 25, 2019; August 29, 2019; Sept. 26, 2019; Wednesday Oct. 30, 2019; Tuesday Nov. 26, 2019; and Monday Dec. 30, 2019.

H. Employment Positions – Clerk to Justice
Recommended resolution; The Town Board hereby directs the Town Supervisor to provide notice to the Ulster County Personnel Department of the request to create two Clerk to Justice (PT) positions, effective January 1, 2019.
Such positions shall be funded for 28 hours per week PLUS additional weekly evening court hours as needed, as per the 2019 General Fund budget, and be eligible for any and all applicable benefits as prescribed by the Town of Rochester Compensation and Benefits Manual, as adopted December 1, 2018.

I. Appointment – Clerk to Justice Babcock (PT)
Recommended resolution; Upon request of Justice Babcock, The Town Board hereby appoints Anne Marie Ogle to serve as the Clerk to Justice Babcock, effective January 1, 2019, as funded per the 2019 Wage and Salary Schedule.
Justice Babcock shall determine the duties and work schedule of the Clerk to Justice.

J. Appointment – Clerk to Justice Shaheen (PT)
Recommended resolution; Upon request of Justice Shaheen, The Town Board hereby appoints Lee Ann Warren to serve as the Clerk to Justice Shaheen, effective January 1, 2019, as funded per the 2019 Wage and Salary Schedule.
Justice Shaheen shall determine the duties and work schedule of the Clerk to Justice.

K. 2019 Building and Code Enforcement Office Fees
Recommended resolution; Upon advisement of the Building and Code Enforcement Department, the Town Board establishes the 2019 Fee Schedule, effective Jan. 1, 2019, as presented.

L. 2019 Planning Board and Zoning Board of Appeals Fees
Recommended resolution; The Town Board establishes the 2019 Fee Schedule, effective Jan. 1, 2019, as presented.

M. 2019 Recreation Department Fees
Recommended resolution; Upon advisement of the Recreation Department, the Town Board establishes the 2019 Fee Schedule, effective as presented.

N. 2019 Transfer Station Fees
Recommended resolution; The Town Board of the Town of Rochester establishes 2019 Transfer Station Fees, as follows, effective Jan. 1, 2019

* As of April 1, 2019 Commercial C&D will no longer be accepted at the Town of Rochester Transfer Station, due to changes in UCRRA policy and NYSDEC regulations.
Commercial C&D may be disposed of at the Ulster County Resource Recovery Agency facilities in the Town of Ulster or New Paltz.

O. General Code Recodification
Recommended resolution; The Town Board authorizes the Town Supervisor to enter into a contract with General Code, 781 Elmgrove Road, Rochester, NY 14624 in the amount of $13,900 for recodification services, as presented. Payment shall be made with 20% ($2,680) funded in 2018, 50% (6,950) funded in 2019, and 30% ($4,170) funded in 2020.
