HPC Minutes May 2008

Meeting of May 19, 2008

 

Members present: Ruth Bendelius, Bill Collier, Alice Cross, Jeanne Greene, Walter Levy,
                        Alice Schoonmaker.
Also present:  Carl Chipman, supervisor; Manuela Michailescu, liaison from Town Board;
                        Alonzo Grace, Michael Baden.

 

The Minutes of the meeting on March 17, 2008 were approved with a motion made by Ruth Bendelius, seconded by Jeanne Greene, and passed.

 

Veterans Park
        Discussion of presentation of HPC plan for the Veterans Park to the Town Board which is scheduled for the Audit Meeting on May 29, 2008 — Presentation will include copies of:
                1)  Chronology of HPC work on the Veterans Park plan during the past three                              years;
                2)  Summary of research and decision-making by the HPC regarding the site
                        for the Veterans Park;
                3)  Visuals showing proposed layout design of the Veterans Park, including                              photos of the particular stones to be used as bases for the bronze plaques                      with names of each war;
                4)  Estimated cost budget for the HPC plan.

 

        It was pointed out during discussion that there is no official motion stated in the Minutes of February 18, 2008 to indicate the final decision of the HPC regarding the design for the Veterans Park.  Details of the final consensus of the HPC are recorded, but a formal motion which changed the design from that voted on previously (Minutes of January 8, 2007) is not provided.  In spite of this deficiency in the Minutes of 2/18/28, the design components of the plan which are stated in the Minutes 2/18/08 reflect the final consensus of the HPC.
        A motion was made by Alice Schoonmaker, seconded by Bill Collier, and passed that the HPC will present its plan for the Veterans Park,  including location (which was approved by the Town Board in 2007) and design (as per the Minutes of February, 18, 2008), to the Town Board at its Audit meeting on May 29, 2008.  If the Town Board accepts this plan, the HPC would move forward to accomplish it.  If the Town Board prefers a different plan, then it would assume responsibility for the project.

 

Signage
        Hamlet signs — It was decided that the hamlet name alone is sufficient, without                        adding “Historic Hamlet” to the signs.
        Accord Sign —  Jeanne Greene led the discussion regarding the small signs underneath the large “Accord” sign.  HPC members will examine the site, and further discussion about the existence and content for the small signs will be on the agenda for the June meeting.

 

Future Programs
        Ward Mintz, not present, has ideas for these.
        All agreed upon the value of scheduling programs related to  historic preservation, in the effort to increase awareness, interest, and knowledge of our local residents.

 

Web Site
        Michael Baden is the new web master for the Town of Rochester.  He requests up-to-date and accurate information about the HPC projects and programs.

 

Watering Trough on County Route 6 in Alligerville
        The HPC hopes to restore cement work and install a marker for this historic artifact of the Town.
        It was suggested that Susan Bruck be asked if her 4-H Club could “adopt” the site as a community service project (clear out weeds, plant flowers).  Alice Cross will contact her.

 

Bylaws
        Jeanne Greene will examine current Bylaws and lead a discussion on needed updates/revisions at the next meeting.
