HPC Meeting Minutes – November 2013

HISTORIC PRESERVATION COMMISSION
P.O. Box 65
Accord, NY 12404
Minutes
November 18, 2013

Present: Bill Collier, Alice Cross, Walter Levy, Ward Mintz, Alice Schoonmaker;
Also present: Lynn Archer, TB Liaison.

Minutes – of October 21, 2013 were accepted as corrected with motion made by Ward Mintz, seconded by Alice Schoonmaker and passed.

Correspondence – Howard Kagan offers his support and expertise in the event that we plan a public presentation on the subject of “best practices for renovating older properties”. This subject had been suggested recently when considering future public programs sponsored by HPC.

Alligerville Historic District Project — Neil Larson has completed the research, writing and photographing for Phase I of his contract, with the exception of the final task – to “Present results to town officials and local residents”. This meeting is planned for March, 2014, to enable most advantageous timing and marketing of the National Register Historic District concept to the property owners involved. The HPC approved payment of the Phase I invoice for $2500.00 submitted by Mr. Larson, to be made before the end of 2013.
Ward Mintz has been contacted by Bob Anderberg of Open Space Institute regarding application for a grant from OSI for use in this Historic District Nomination project. Our application for a grant is being submitted to the Malcolm Gordon Charitable Fund. Thanks to Ward and Bob for this helpful information.

Program Planning – Next public program is planned for March, 2014, with the purpose of introducing the Alligerville Historic District Project concept to the property owners involved. We need to build public understanding of and support for this project.

Davis Boat Basin restoration – It was decided not to contact Ursula vonRydingsvard at this time regarding whether she would allow or encourage going forward with investigation of feasibility of the Boat Basin restoration project which would directly involve her property. We will be seeking her support for the Alligerville Historic District Project. Boat Basin restoration would be considerably “farther down the road”.

Liaison Report – Lynn Archer brought us up to date on TB activity.
Since Lynn was successful in her run for a seat on the County Legislature, we have to say good bye to her as Liaison from the TOR TB. We extend to her enormous thanks for her work with the HPC during her time as our Liaison. We congratulate her on her successful campaign for Legislator. She encourages us to contact her at any time if she can be of help. An immediate matter of interest to her and to us is development of the Rail Trail in the TOR.

Rail Trail — Walter Levy will explore possible means of self-guided tours of RT betw. Accord and Kerh.

Next Meeting – 2nd or 4th Monday in January, 2014 (TBA).

Adjournment – 4:20 p.m. with motion made by Bill Collier, seconded by Alice Schoonmaker and passed.

Respectfully submitted, Alice Cross, Acting Secretary
