Town Board Workshop Meeting – September 2024

The Town of Rochester Town Board held the Workshop meeting for September 5, 2024 at 6:50pm at the Harold Lipton Community Center, 15 Tobacco Road Accord, New York 12404

ACCEPTANCE OF AGENDA:

TOWN PARK BATHROOM PROJECT PRESENTATION:

Nadine Carney of Peak Engineering gave a overview of the options for the outdoor bathroom facilities/ storage shed at the Town Park. The Board discussed the building locations of the bathrooms.

BOICE MILL ROAD BRIDGE:

The Board discussed the next steps for the Boice Mill Road Bridge.

AUTHORIZING THE TOWN SUPERVISOR TO SIGN CONTRACT-BOICE MILL ROAD BRIDGE:

The Town of Rochester Town Board authorizes the Town Supervisor to sign all necessary documents to approve the preliminary stage of the Boice Mill Road Bridge.

HERITAGE DAY FIREWORKS:

Motion: Supervisor Enouen
Second: Councilman Coleman

The Town of Rochester Town board authorizes the Town Supervisor to sign the contract between SANTORE’S WORLD FAMOUS FIREWORKS,LLC, PO BOX 687, Stillwater, NY 12170 and Town of Rochester for the October 5, 2025 Heritage Day fireworks display, as presented and further authorizes the expenditure of $ 4500 for said fireworks display contingent upon approval of changes.
Discussion: Attorney Christiana suggested the following amendments to the contract.
1. Paragraph 4 – remove those items that are marked N/A
2. Paragraph 4(B) change to “security protection” or “peace officer
protection” as we do not have police.
4. Paragraph 5 -please add the following for clarity – 6th line
down after “Santore” add “for injury or damage resulting from omissions
of the client in performing its obligations pursuant to
Paragraph 4 of this Contract.”

DISCUSSION/ REVIEW:

2025 HEALTH INSURANCE RENEWALS:

Supervisor Enouen stated that she has been in contact with the Town insurance broker and it is recommended that we stick with the same insurance plan as 2024 with a 6 % increase in premium.

JCAP GRANT RFB:

The Board reviewed changes to the previous Bid sent out regarding the project. The Project is to be completed by 12/20/2024.

ADVERTISE REQUEST OF SEALED BIDS: COURTHOUSE CONFERENCE ROOM:

The Town of Rochester Town Board authorizes the Town Supervisor to publish request for sealed bids for justice Court renovations due on or before 09/27/2024 at 3:00pm at the office of the Town Clerk and for the Town Clerk to circulate notice.

RESIGNATIONS AND VACANCY FILLING:

There are currently 2 vacancies on the Planning Board. The Board agreed to move the alternate to one vacant position and advertise vacancies on all boards and commissions. It was suggested to generate a flyer to post at local businesses and online.

APPOINTMENT TO PLANNING BOARD:

The Town of Rochester Town Board appoints Halina Duda to a vacancy on the Town of Rochester Planning Board with a term to expire 12/31/2024.

ROCHESTER AMBULANCE DISTRICT:
The Board discussed what the next steps are regarding the Rochester Ambulance District. Councilman Coleman is going to work on proposals. Thankfully calls are still being answered and the Board agreed they would still like to contract with KAFAS is the correct documentation can be submitted to the Board.
DEJAGER SUBDIVISION:

Will work on finalizing everything for the 9/12/2024 Town Board meeting.

COMMUNITY CENTER BACKYARD CLEAN UP UPDATE:

Hoping the work will begin next week. Councilwoman Smiseth stated that there is funding for clean up under the rural communities grant where 50-75 % matching funds available.

2025 BUDGET PROCESS & OCTOBER MEETINGS:

The Tentative Budget is due at the end of the month. Departments with be working on their budget packets in the next couple of weeks. Year to date and 2023 total expenses will be provided to them. The Board will review their schedules and schedule additional budget meeting dates for October.

REVIEW OF CORRESPONDENCE TO THE TOWN BOARD:

The Board discussed correspondences that were received regarding;
– Ambulance District, Resignations, Cherrytown Road traffic, sandbox toys and the Agricultural committee right to farm requests.

CHANGE ORDER CONTRACT WITH FISCH SOLUTIONS INC.:

The Town of Rochester Town Board approves the change order submitted for the migration of email files upon approval of the Town Attorney.

ZONING MAP EDITS:
The Board reviewed the edits and talked about the timeline of when they should go to public hearing.
