Supervisor Baden called the meeting to order and led in the pledge of Allegiance to the Flag.

The Town of Rochester Town Board accepts the agenda as prepared by the Town Supervisor with additions of the Justice Court Grant application, quotes for the kiosk, resident request to install garden in front of the food pantry.

APPOINTMENT OF SEASONAL MEO:

The Town of Rochester Town Board acknowledges the appointment by the Highway Superintendent of Patrick Davis to the position of MEO, seasonal, for the period of October 1, 2023 through December 31, 2023 at a pay rate of $25.85 per hour.

Discussion: Supervisor Baden stated that we will find out in February if we receive the grant.
The Town of Rochester Town Board authorizes the Town Supervisor to sign the JCAP grant application for 2023-2024 year.

The Town of Rochester Town Board authorizes the Town Supervisor to accept the quote from Timberhomes
Vermont, 21 Fork Road Montepeler, VT for the amount of $ 7,475 for 2 Kiosks.
FLOWER GARDEN AT THE FOOD PANTRY:
Supervisor Baden stated that a resident approached him asking to do a similar pollinator garden at the food pantry that is currently at the Town Hall. The guesstimated cost would be around $ 400.00. The Board agreed to the project, stated that they would like to see a sketch plan and would like to wait until spring.
APPOINTMENT OF CONSTABLE:

The Town of Rochester Town Board appoints Christopher Lopez to the position of Constable, probationary (PT, provisional), at a pay rate of $16.00 per hour effective October 16, 2023 or upon certification by New York State, contingent on completion of any qualifications or certifications as may be required to fulfil the position.
