CONSTABLES POSITION TITLES AND DUTIES STATEMENTS:

The Board met with Constable Miller regarding the Ulster County Personnel job duties and discussed the operations of the constabulary.

REVIEW ENVIRONMENTAL ASSESSMENT FORM FOR PROPOSED LOCAL LAW D:
Local Law D of 2024, Amending Chapter 140, Zoning Map
SBL 76.10-1-27.100, 6 Samsonville Road, Kerhonkson NY and located in the Industrial (I) zoning district shall be rezoned to be located in the Hamlet (H) zoning district, at the landowner’s petition.

The Board reviewed Part 1 aand Part 2 of SEQRA.

RESOLUTIONS:

AUTHORIZING THE INSTALLATION OF TWO NEW STOP SIGNS TO BE INSTALLED AT THE INTERSECTION OF BOICE MILL ROAD AND DUNN FARM ROAD:

Discussion: The Town Board invited neighboring property owners to the table to discuss concerns.
Residents of the area expressed their concerns with the detour route, speeding vehicles and lack of proper signage.
The Board tabled the resolution until Attorney Christiana could gather more information.

Whereas Town Highway Superintendent has indicated a need for two additional stop signs to be added at the Boice Mill and Dunn Farm Road intersection creating a 3-way Stop intersection, and whereas, the safety of those traveling on these roads will be enhanced by making this 3-way Stop intersection, and now, be it therefore reolved that the Town Board of the Town of Rochester concurs with the Highway Superintendent recommendation that a 3-way Stop intersection Boice Mill and Dunn Farm Roads and authorizes the 3-way stop intersection Boice Mill and Dunn Farm Roads and directs the Highway Superintendent to install the appropriate signage.

The Town of Rochester Town Board authorizes the use of certain Town roadways as presented for the charity bike ride event “The Ride for Mental Health” to be held June 22, 2024 and June 23, 2024. A Certificate of Liability Insurance certificate naming the Town of Rochester as an additional insured party has been presented.

The Town of Rochester Town Board determines Local Law D of 2024 will not have a significant adverse impact on the environment and should be classified as an unlisted Action under the following 6 NYCRR Part 617 criteria. No further SEQRA review is required. 617.5 (c)(26), routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment.

OPEN DEVELOPMENT APPLICATION:

The Board received an application for an open development district for Cliff Road. Attorney Christiana explanined the process of open development and the next steps are to send it to the Planning Board for recommendation.

HIGHWAY ROOF REQUEST FOR BIDS REVIEW:

The Board agreed to an RFB and to use best value as the evaluation process. Suprevisor Enouen will put the request together and bring before the Board at a later date.

DRAFT LEASE PROPOSAL FOR USE OF MUNICIPAL PARKING SPACES:

Attorney Christiana has been directed to talk with the applicants Attorney.

CREATION OF PROCESS FOR HANDLING CORRESPONDANCE ADDRESSED TO THE TOWN BOARD: tabled

KERHONKSON AMBULANCE IMPROVEMENT DISTRICT CHECK IN:

We still have not received any correspondence from KAFAS regarding their financials.
Councilman Coleman will reach out to County EMS to discuss other professional services if the Board has to fire externally.

SHORT-TERM TRANSIENT RENTAL CAP:

It was agreed to have the figure by the July workshop meeting to have the cap number on the agenda for the August meeting.

GAR- REVAL PROPOSAL :
