Supervisor Baden called the meeting to order and led in the pledge of Allegiance to the Flag.

PAYMENT OF VOUCHER :

The Town of Rochester Town Board authorizes the Town Supervisor to pay the amount of $1,100.00 from the General Fund to the NYS Association of Towns. This voucher to be included in the March 2023 audited vouchers.

2023 PLANNING BOARD INITIAL ESCROW FEES:

On request of the Planning Board, the Town of Rochester Town Board establishes the 2023 Initial Escrow Fee Schedule, effective March 27, 2023, as presented. These fees are to be deposited with the Supervisor’s Office in the Town Escrow Account for reimbursement of professional fees incurred during the review of applications. Additional funding shall be required if the escrow account is depleted or reaches less than 10% of the initial deposit. Upon the end of the application review process when all professional billings have been satisfied, the Town Supervisor will remit any remaining funds back to the applicant.

Courthouse Bathroom

ESTABLISH OF CAPITAL PROJECT:

The Town of Rochester Town Board establishes the capital project of construction of an ADA compliant unisex bathroom at the Town of Rochester Courthouse, Samsonville Road, Kerhonkson, a contract for demolition and construction having been awarded to M and T Advanced Construction Solutions in the amount of $92,299.17 with resolution XX-2023 and signed by both parties on March 10, 2023.
Funding for such shall be made from the General Fund reserve fund balance. $30,000 of such funding having been previously made to the Town via the NYS Justice Court “JCAP” program received in 2022. The Town Board further authorizes the Budget Officer to transfer $92,299.17 from the General Fund to the Capital Fund.

AUTHORIZE SUPERVISOR TO SIGN CHANGE ORDER:

The Town of Rochester Town Board authorizes the Town Supervisor to sign change order 7A for concrete cross walk dated 3/20/2023 in the amount of $ 14,800 and authorize the Budget officer to transfer $ 14,800 from general fund to capital projects.

PREPAYMENT OF VOUCHER:

The Town of Rochester Town Board authorizes the Town Supervisor to make payment of 2 vouchers for payment from the Capital Fund to M and T Advanced Construction Solutions in the amounts of $10,000, having signed the contract, and $30,000 having completed demolition, as per the contract agreement signed March 10, 2023. The Supervisor verifies both activities have been completed. This voucher to be included in the March 2023 audited vouchers.

DISCUSSION ITEMS:

RFP- SECURITY CONSULTANT:

Supervisor Baden asked the Board to review the bids received and score them for the 3/30 meeting.

AGRICULTURE ADVISORY COMMITTEE:

Deadline is tomorrow, we have received 12 aplications so far.

DEC GRANTS FOR RECYCLING COORDINATION AND EDUCATION PROJECTS:

Supervisor Baden stated there is a grant given by the DEC that could go towards Councilwoman Enouen stated she would look into it further.

ULSTER COUNTY PARK GRANT:

Supervisor Baden stated he would have figures to the Board by the 4/4 meeting and plan to apply.

GRANARY EEO APPLICATION INFORMATION SUBMITTAL:

New information was submitted and Supervisor Baden forwarded to the Town Engineer for review. Some revision needs to be made to the EAF. SHPO submittals were made.

ETHICS LAW AMENDMENT:

The Board discussed the drafted Ethics law that was reviewed by Michael Richardson.

SCHEDULE AND ADVERTISE THE PUBLIC HEARING ON AMENDMENT TO CODE OF ETHICS:

The Town of Rochester Town Board has scheduled a public hearing on proposed local law x-2023: Amending the Code of Ethics of the Town of Rochester for 4/4/2023 immediately following the scheduled 6:30pm public hearing on Local Law 5-2023 at the Harold Lipton Community Center, 15 Tobacco Road Accord, NY 12404 and for the Town Clerk to circulate notice.

SUBDIVISION LAW AMENDMENT:

The Board reviewed some sections on the proposed subdivision law.

The Town Board scheduled a workshop meetingfor the purpose to discuss the zoning code for 4/15/2023 at 8:30am at the Harold Lipton Community Center, 15 Tobacco Road Accord, NY and for the Town Clerk to circulate notice.

POLLINATOR PATHWAY CHAPTER:

Councilwoman Enouen presented to the Board information regarding the pollentor pathway 501-c-3 non for profit organization. A Pollinator Pathway is a pesticide-free corridor of native plants that provides nutrition and habitat for pollinators and helps them to disperse into new habitats. Creating pollinator pathways requires a lot of coordination and planning, but the benefits are plentiful. The Town of Rochester ECC would like to establish a chapter here. If authorized, they would register our town as a chapter under the Pollination Pathway organization, which is a 501c3 not for profit.
