CALL THE MEETING TO ORDER:
Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.

ACCEPTANCE OF AGENDA:
Resolution # 84 -2022:
A Motion was made by Councilman Paddock that the Town Board accepts the agenda, as prepared by the Town Supervisor.

DISCUSSION ITEMS:
AUDIT MEETING- PROCESS FOR APPROVAL OF VOUCHERS DURING VIRTUAL MEETING PERIOD:
Supervisor Baden explained to the Board that the bills will be available by Wednesday for the Board to come in and review and sign the bills for the month. The Board will also have to sign on at 6:00pm to approve the audit.
AMBULANCE CONTRACTS FOR 2022:
Resolution # 85-2022:
A Motion was made by Supervisor Baden authorizing the Town Supervisor to sign contract with the Town of Rochester and the Marbletown Rescue Squad unit dated 1/1/2022-12/31/2022.
Second: Councilwoman Smiseth
Discussion: Councilwoman Smiseth questioned the wording in the contract showing Town of Rochester coverage being High Falls and we still have Town of Rochester residents in Stone Ridge. How will that coverage work. Supervisor Baden stated that they will still be covered.

AMBULANCE CONTRACTS FOR 2022:
Resolution # 85-2022:
A Motion was made by Supervisor Baden to authorize the Supervisor to sign contract between the Town of Rochester and Kerhonkson Accord First Aid Squad for ambulance coverage 1/1/2022-12/31/2022.

ACCORD FIRE DISTRICT CONTRACT:
Resolution # 86-2022:
A Motion was made by Councilman Paddock authorizing the Supervisor to sign contract between the Town of Rochester and the Accord Fire District.
Second: Supervisor Baden
Discussion: Supervisor Baden stated this is part of the plowing contract , The Town is held harmless and in return the Highway Department receives water fills and various functions through a shared service.

SHORT TERM RENTAL- CAP FOR NEW PERMITS:
Resolution # 87-2022:
A Motion was made by Councilwoman Smiseth to set the non owner occupied Short term rental cap for 2022 to 100.

Discussion: Based on the information given by the Town Assessor 3 % of the total dwellings figure the Board was thinking about when writing the law came to 97 so the Board agreed that 100 seemed to be an accurate number.

ASSESSOR’S AIDE:
Resolution # 88-2022:
A Motion was made by Supervisor Baden that the Town Board create a subcommittee consisting of Councilman Paddock, Councilwoman Smiseth and Assessor Jeremy Baracca to review applications and submit recommendations of the top 3-5 candidates to the Town Board.

SUPERVISOR PRESENTATION OF AGENDA ITEMS FOR FEBRUARY REGULAR BUSINESS MEETING:
ARPA FINAL RULE CHANGES:
Supervisor Baden stated that new ruling shows that municipalities can claim up to 10 million dollars of lost revenue that no longer has to be calculated in a formula. The money must go to governmental operational expenses. It cannot be used towards debt, pension or fund balance.
REQUEST FOR RESOLUTION- OPOSING CREATION OF A COUNTY-WIDE LANDFILL:
This would be a memorializing resolution. The County Supervisor’s Association made a resolution opposing it. The Board can discuss it further at the regular meeting.
Supervisor Baden asked the Board to review the sample local laws provided for the following to be discussed at the February Meeting;
Establishment of Recreation Commission, Solid Waste/ littering & Assessory Dwellings.
EXECUTIVE SESSION:
A Motion was made by Supervisor Baden to enter into Executive Session at 9:52 pm for the purposes of discussion of candidates for appointment to various Town of Rochester Boards and Commissions and discussion of employment of particular person.
