Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.

Discussion: aside from additional executive session topics Councilman Coleman asked that agenda items E and J be switched and Supervisor Baden asked for items H and I be changed.
The Town of Rochester Town Board accepts the agenda as prepared by the Town Supervisor with amendments to have executive session at the end of the meeting for the purpose to discuss a particular person, discussion of planning board person, the constabulary and a ethics complaint.
AUTHORIZING THE SUPERVISOR TO SIGN A CONTRACT RENEWAL:

The Town of Rochester Town Board authorizes the Town Supervisor to sign contract renewal for generator service maintenance agreement for the generator located at the Harold Lipton Community Center between the Town of Rochester and Peak Power Systems, 99 Sprague Avenue, Middletown, NY 10940 for the period of March 1, 2023 – February 29, 2024 in the amount of $624.00.

The Town Board authorized Peter Nelson to join the discussion of the proposed exemption code.

DISCUSSION:
The Board discussed the criteria in order to receive the exemption. Councilman Coleman stated at the Fire Commissioner’s meeting there was discussion to figure out members with a verification process. Peter explained a points program that each year a member has to qualify for in order to be active member. There are different types of memberships all in which the District will put together something that works for all. Peter explained how this could help with recruitment and retention of memberships. The board discussed adding when a member is killed in the line of duty that the exemption remain with the spouse on the parcel.
It was agreed to re-write the law with amendments and bring it back to the Town Board at the March meeting.
RFP COURTHOUSE ADA BATHROOM BIDS:
Supervisor Baden stated how one bid was received. It is a veteran owned local business and a very well done proposal. The Board reviewed the bid. Councilman Paddock wanted to make sure that it was not just the bathroom that was being renovated it is the whole corner of the building.

Upon review and approval from our Town Attorney the Town Board accepts proposal received from M & T Advanced Building Solutions PO BOX 554 Accord, NY 12404 in the amount of $ 92,917.00.

The Town of Rochester Town Board has set a public hearing on proposed local law B-2023: Cannabis Dispensary for 2/23/2023 immediately following the scheduled public hearing at 6:30pm at the Harold Lipton Community Center 15 Tobacco Road Accord NY 12404 and for the Town Clerk to circulate notice and send referrals to the Ulster County Planning Board and Town of Rochester Planning Board.
