SUPERVISOR APPOINTMENT:
The Town of Rochester Supervisor appoints Stephanie Marrinan as Bookkeeper/Secretary to the Supervisor at a pay rate of $21.50 per hour for a 40-hour work week effective December 10, 2023.

MOTION: was made by Supervisor Baden to amend Local Law #A-2024 Chapter 128 Article # IV of the code of the Town of Rochester, Senior Citizens Tax Exemption and to schedule a public hearing for December 28,2023 at 6:30 pm at the Harold Lipton Community Center 15 Tobacco Rd Accord, NY 12404 and to request Town Clerk to circulate notice.

SUPERVISOR TO SIGN PROPOSAL WITH CT MALE:
Resolution # 386-2023:
MOTION was made by Supervisor Baden; to authorize the Supervisor to sign the proposal with C.T. Male Associates 50 Century Hill Dr, Latham, NY 12110 as presented at a cost of $8200. For two separate applications.

Highway Dept. Roof Repair –Will approve for a temporary repair on the leaking roof.
Appropriation of ARPA Funds–We must fund the money for a project or put it into the general fund and use it the way we want.
TORE closure for Winter – The volunteers do not want it closed for the winter however, Councilwoman Smiseth wants a happy medium, stay open until ice and snow becomes an issue then close it, until further notice. The board agreed to have Supervisor Baden along with the transfer station staff, make the decision to close for safety reasons during bad winter weather. The board talked about possibly changing the location of the TOR Exchange for a smoother and safer flow.
Letter from resident–After discussing the issue, the board decides to leave it where it is, with no additional action.
Request to Ulster County Personnel – Creation of Municipal Code Aide position: The board discussed the position.
Request to Ulster County Personnel – Creation of Building Maintenance position
CREATION OF A BUILDING MAINTENANCE LEADER POSITION:
Resolution # 390-2023:
MOTION was made by Councilwoman Smiseth to authorize the Supervisor to request the creation of a building maintenance leader position for the Town of Rochester.

Subdivision/Zoning codes – next steps: No new written comments, we can finish subdivision. Someone applied for the micro cannabis license and has received it. The Town re-referred to the county.
EXECUTIVE SESSION:
A MOTION was made by Councilwoman Enouen that The Town of Rochester Town Board motions to enter into Executive Session at 8:40pm for the purposes of discussion of pending litigation and matters leading to the appointment, employment, promotion of particular persons.
