COMMUNITY PRESERVATION PLAN PRESENTATION TO THE TOWN BOARD:
Members of the committee along with consultant Ted Fink gave a brief presentation of the Community Preservation Plan.
SUPERVISOR’S CORRESPONDENCE REPORT:
Supervisor Enouen gave the Board a folder of correspondence if the would like to review.
SUPERVISOR’S UPDATE:
Grant:
NY Rising – Alligerville Firehouse: we are waiting on reports to submit so we can close out.
BridgeNY – Boice Mill Road Bridge: the next step is to schedule a meeting with neighboring properties to develop a concept design for approval.
County APRA Parks: we are moving along, there is a voucher for the Board to approve payment to Department of health for the $ 400 design proposal.

HIGHWAY SUPT. REPORT:

Councilman Coleman:Spectrum: Nothing new to report. ZBA: one application is before the board.
Consatbulary: a new format was given for reporting. The Constabulary answered 32 direct calls for service and other duties in May of 2024.

• 5 New Building Department Violations

EMS: Playing phone tag with Marbletown First Aid, KAFAS still no financials have been turned over. I did speak with County EMS about the options we have as a board to apply for certification of need. Currently the calls are still being answered with KAFAS so we will continue to work with the advisory board to address these issues. Fire Co: thank you to all involved in making the memorial day service a success. The Fire Co. did a great job. Erin did a great job with the planting ceremony.
Councilwoman Smiseth: Housing Committee: we are in a holding pattern, waiting on data. There is also a affordable housing transfer tax that is in discussion. Recreation Department:
“The Recreation Department is currently busy preparing for Summer Program 2024. Booking trips, scheduling CPR training for staff, ordering tshirts and much more. We are excited for the upcoming season!
We are also planning an “Under the Sea” themed End of the Year Celebration for the kids in the After School Program that will take place on Friday, June 14th.
Registration is currently open for the AARP Safe Driving Course that will be taking place at the Community Center on August 12th. Call the Rec. Department for more information.

Eldercare: one new sign up, 6/15 is elder abuse awareness day. 6/17 there will be a luncheon from 11-1pm at the community center part of the eldercare program to provide information for services available for elders in our community.
Town Clerk Gundberg: HPC: The Ashtree Arts Festival went well, 100 people coming through over the day in pairs and small groups on foot and bike. Three artists participated.
The students from SUNY New Paltz did an interactive piece that will be part of their summer research project. The Alligerville hamlet talk series was a huge success, We had approximately 54 people in attendance the next Hamlet talk series: 6/23/24 at 1:00pm at the Accord Firehouse on Tabasco, Leibhardt and mombaccus.
Supervisor Enouen: Ag Committee: would like to spend their budget of $ 1,000.00 on right to farm signage for the Town. Transfer station: we have 2 new appointments to the transfer station. I have received lots of correspondence from the public regarding this, in a positive way. I met with Harry and CEO Jerry Davis to discuss a sheltered yard at the transfer station for the employees. I am scheduling a training with the UCRRA, the employees asked for the purchase of a forklift rather than a mower. ECC: had the plastic collection this past Saturday. We are working on finding a way to get an employee to transfer the plastic to Kingston so the volunteers don’t have to. I have received another request of interest to be on the ECC. Planning Board: there are 14 new applications that have been received. The Board encourages the Board to adopt the new zoning regulations
DEPUTY SUPERVISOR APPOINTMENT:
Town Supervisor Baden appoints Councilwoman Erin Enouen to serve as Deputy Town Supervisor.
PUBLIC COMMENT:
One resident spoke to the board regarding the amplified sounds coming from local businesses in Town. These are businesses that the Planning Board required to have stipulations in place regarding noise upon approval of application. These are not being enforced and it is affecting quality of life.

Since Michael’s injury, I have been managing the garbage details for our home. It was truly a surprise to witness two new workers diligently assisting people and maintaining the cleanliness of the transfer
station. Their presence will make a significant difference to our community. I want to extend my heartfelt appreciation to the Board for their swift decision to hire these individuals.
You, as a Board, have solved more than one of the problems at the Transfer Station: keeping it clean and helping citizens in need. Also, with the watchful eyes of your new hires, the bins are being much better
monitored and sorted, which will make UCRRA happy as well. Thank you!! And congratulations!!

On request of the Friends of Historic Rochester, the Town of Rochester Town Board agrees to co-sponsor the Friends of Historic Rochester Heritage Day to be held October 5, 2024 and authorizes the use of the Harold Lipton Community Center, Town Hall, and Town Park facilities and properties. The Town Board further authorizes the Town Supervisor to utilize the Town insurance policy as an additional insured policy for the purposes of the closure of Main Street, Accord from Scenic Road to Granite Road for the event, at no additional cost to the Town, provided a COI is received from all vendors and/or organizations who will be utilizing the closed road. The Town Clerk, Recreation Director, and Town Supervisor shall coordinate with Friends of Historic Rochester on this.
