Town of Rochester Town Board held the public hearing re: Accord Speedway race waiver on April 20, 2022 at 6:30pm at the Harold Lipton Community Center, 15 Tobacco Road Accord, NY 12404.

Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.

The public will be heard on the matter of request by Accord Speedway, Inc. to waive Town of Rochester Town Code §107-6(B)(6) and §107-6(B)(8). Accord Speedway, Inc. requests allowance of racing operations on Friday – Sunday August 26,27-28, 2022. The Town Board will consider waiver of the code to allow racing on Sunday August 28, 2022 afternoon.
PUBLIC COMMENT:
Kevin Meehen: resident of Upper Whitfield rd. I support Gary and the Speedway however the monster truck show last year was a problem. I was trying to travel from Cooper St. to Upper Whitfield and there was stand still traffic, local traffic couldn’t get in or out. The traffic was a major problem. The road cannot handle the traffic and the monster trucks brought in a noise much louder than any race car. It is a serious safety issue and affects the neighborhood significantly. It is a commercial business operating that day and they advertise in a much larger region and I don’t think anyone was prepared for it and we can’t handle the numbers let alone the noise.
Zorian Pinsky: a couple points I want to make tonight. I hope it’s going to be the last request for a waiver because it becomes a bit illogical for every year to start asking for a waiver, rather if they really need it, they should apply for a special permit. Second point was why meeting wasn’t advertised?
Supervisor Baden explained how the Town Board adopted to have the third Wednesday of the month dedicated to workshop meetings. This was a one-time advertisement made at the beginning of the year with the list of meetings.
WRITTEN COMMENTS:
I am writing in opposition to the proposed waiver of town codes §107-6(B)(6) and §107-6(B)(8) to allow the Accord Racetrack additional operating hours this summer. The noise pollution created by the Accord Speedway is significant and a nuisance. I live 6 miles away and can still clearly hear the noise created on “race nights”. The town should be looking at ways to reduce this nuisance further, or eliminate it altogether, as opposed to increasing the allowable operating hours. Thank you for this opportunity for public comment and I do hope that the town will take into consideration the legitimate concerns of neighbors, both near and far, who have to put up with this unwanted noise.
