B. Budget Modifications
Recommended Resolution: The Town of Rochester Town Board authorizes the Town Supervisor, in the capacity of Budget Officer, to modify the Highway Fund budget, as presented.
C. Appointment of Employee
Recommended Resolution: The Town of Rochester Town Board appoints _______ to the part-time, probationary, provisional position of Constable at a rate of $15.00 per hour on an as needed, as available basis, subject to acceptance of the appointment by Ulster County Personnel and NYS DCJS certification.

Recommended Resolution: The Town of Rochester Town Board appoints _______ to the part-time, probationary, provisional position of Constable at a rate of $15.00 per hour on an as needed, as available basis, subject to acceptance of the appointment by Ulster County Personnel and NYS DCJS certification.
E. Creation of a Temporary Employment Position
Recommended Resolution: The Town of Rochester Town Board authorizes the creation of the position of Clerk, Temporary for the period of June 26, 2022 – July 16, 2022 at a rate of $18.00 per hour not to exceed 40 hours per week. The appointment of the employee to be by the Town Supervisor. The employee is training with the Bookkeeper/Confidential Secretary to the Supervisor prior to assuming the position.
F. Authorizing Execution of a Contract
Recommended Resolution: The Town of Rochester Town Board authorizes the Town Supervisor to execute a contract with Revize LLC, aka Revize Software Systems, for website design, and training, and website hosting and maintenance for the period of June 30, 2022 – May 31, 2026, as presented.
G. Appointment of a Subcommittee
Recommended Resolution: The Town of Rochester Town Board appoints Couniclwoman Enouen, Councilman Coleman, and Town Clerk Gundberg as the subcommittee to represent the Town in the Town website design team in collaboration with Revize. They will consult with the Supervisor, Town Board, website coordinator, and all departments, boards, and commissions, as needed.
H. Appointment of Employees – Summer Youth Program
Recommended Resolution: On request of the Recreation Director,the Town of Rochester Town Board makes appointment of seasonal workers for the period of July 5, 2022 through August 27, 2022, subject to background check and confirmation by Ulster County Personnel as follows:
Recreation Aide $17.00 per hour for up to 38 hours per week
Maryanne Gates, Sheila Brown, Veronica Schwenk
Counselor $13.50 per hour for up to 30 hours per week
Cheyenne Freer, Alyssa Delanoy, Ally Dennin, Sydney Allen, Alexandria Morales
I. Authorizing Use of Town Highways – Amendment to Resolution xx-2022
Recommended Resolution: The Town of Rochester Town Board amends resolution xx-2022 authorizing the Town Supervisor to sign the proposed agreement authorizing the use of certain Town roadways for the charity bike ride event “The Ride for Mental Health” approved dates to be corrected to June 25, 2022 and June 26, 2022.
J. Acceptance of Lead Agency Status for the Purposes of SEQRA Review
Recommended Resolution:
Whereas, the Town of Rochester Town Board (Town Board) has received application for the properties located at 2,4 & 8 Towpath Road, Accord, NY (S/B/L’s 77.9-1-25, 27, 28, 29, 31) for inclusion in the Economic Enterprise Overlay Zoning District, and
Whereas, the Town Board discussed the application in public meeting on May 5, 2022 and with adoption of resolution 226-2022, declared Intent to Seek Lead Agency, for the purposes of SEQRA review, and
Whereas the Town Board tentatively typed the action as a Type I SEQRA action, and
Whereas, the Board identified the following Involved Agencies in the review; Town of Rochester Town Board, Town of Rochester Planning Board, Town of Rochester Highwat Department, Ulster County Health Department, Ulster County Department of Public Works, New York State Department of Environmental Conservation, Ulster County Industrial Development Agency, Empire State Development Corporation, and New York State Main Street Stabilization Program, and
Whereas, the Town Board sent notice of intent to seek Lead Agency to the involv3ed agencies by email and postal main on May 6, 2022, and
Whereas, only the Town of Rochester Planning Board responded back with agreement for the Town Board to be Lead agency, and
Whereas the required 30 days from receipt of notice has passed, and
Therefore, the Town Board declares itself Lead Agency for the purposes of the SEQRA review for this project.
