Recommended Resolution: The Town Board accepts the agenda, as prepared by the Town Supervisor.
III. Public Hearing
The Town Board of the Town of Rochester has scheduled a public hearing for December 12, 2024 at 6:30 pm at the Harold Lipton Community Center, 15 Tobacco Rd, Accord, NY. The purpose of the hearing is to obtain citizens’ views and comments relative to the submission of an Ulster County application for financial assistance to New York State’s Restore NY Communities Initiative grant. Under this Empire State Development program, eligible local governments like Ulster County may receive funds for demolition, deconstruction, rehabilitation, and/or reconstruction of vacant, abandoned, condemned and surplus properties for the purpose of stabilizing neighborhoods and revitalizing urban and rural areas and disadvantaged communities. This project includes adaptive reuse of the Accord Granary property to support commercial ventures including lodging, hospitality, and recreation, as well as staff housing. The following properties will be submitted for consideration: 2 Towpath Rd, Accord, NY 12404; 16,671 sf; vacant mixed-use property; for rehabilitation.

Recommended Resolution: The Town of Rochester Town Board accepts the minutes of the October and November Meetings, as presented.

Recommended resolution: The Town of Rochester Town Board accepts the following donations:
C. Authorizing a Contract and Payment
Recommended Resolution: The Town of Rochester Town Board authorizes the Town Supervisor to sign a contract, as presented, with Kerhonkson Accord First Aid Squad in the amount of $141,750, to be paid upon a fully executed contract, for emergency first aid services for the Rochester Ambulance District for the period of January 1, 2024 through December 31, 2024.
D. Appointments
Recommended Resolution: The Town of Rochester Town Board, on request of the Highway Superintendent, confirms appointment of Patrick Davis to the position of seasonal MEO for the period December 1, 2024 – February 28, 2025 at the rates of pay established per hour for all hours worked.
E. General Fund Budget Modification
Recommended resolution: The Town of Rochester Town Board authorizes the Town Supervisor as Budget Officer to amend the 2024 General Fund Budget as presented.
F. Highway Fund Budget Modification
Recommended resolution: The Town of Rochester Town Board authorizes the Town Supervisor as Budget Officer to amend the 2024 Highway Fund Budget as presented.
G. Resolution of the Town Board of the Town of Rochester endorsing the County of Ulster to submit an application to the Empire State Development Corporation Restore New York Communities Initiative Round Nine Grant funding for rehabilitation of an existing commercial property
WHEREAS the County of Ulster is eligible for grant funding under Round Nine of the Restore NY Communities Initiative Municipal Grant Program, and
WHEREAS the County has considered proposals that qualify for funding under the program and selected one Project to be included in an application that will be submitted to Empire State Development Corporation (ESDC) as follows:
Redevelopment of the Accord Granary, 2 Towpath Road, Accord, NY 12404. The Project will rehabilitate the vacant, mixed-use property’s several buildings totaling 16,671 square feet to support commercial ventures including lodging, hospitality, and recreation, as well as staff housing; and
WHEREAS the County’s grant application requires endorsement by the local governing body of the municipality in which the Project is located as a condition of application; and
WHEREAS the Town of Rochester finds that the Project is consistent with existing local plans; and
WHEREAS the proposed financing is appropriate for the Project; and
WHEREAS the Project will facilitate effective and efficient use of existing and future public resources so as to promote both economic development and preservation of community resources and the Project develops and enhances infrastructure and/or other facilities in a manner that will attract, create and sustain employment opportunities in the Town of Rochester; and
WHEREAS the Town Board held a Public Hearing on Thursday, December 12 at 6:30 pm.
NOW THEREFORE BE IT RESOLVED that the Town of Rochester hereby endorses a County of Ulster application for Restore NY funding for the Accord Granary, 2 Towpath Road, Accord, NY 12404, to be received and administered by the County in accordance with all applicable rules and regulations established by ESDC.
H. Appropriation of American Rescue Plan (ARPA) Funds
Recommended Resolution: The Town of Rochester Town Board appropriates American Rescue Plan Funds provided to the Town in the amount of $128,011.91, classified as Lost Revenue for reporting purposes.
I. Schedule Organizational Meeting
Recommended Resolution: The Town of Rochester Town Board sets the 2025 organizational meeting for the Town of Rochester to be held January 2, 2025 at 6:30pm at the Harold Lipton Community Center and requests the Town Clerk post legal notice.
