B. Action on Minutes
Recommended Resolution: The Town of Rochester Town Board accepts the minutes of the March 3, 2022 Regular meeting, March 16, 2022 Workshop meeting, March 31, 2022 Audit meeting, March 31, 2022 Public Hearing, and March 31, 2022 Special Meeting as amended.

C. Resolution Amending Approval of Abstract 3-2022
Recommended Resolution: The Town of Rochester Town Board authorizes amendment of resolution XXX of 2022 approving payment of abstract 3-2022, with the following corrections: General Fund $54,832.55 replacing approved payment $52,073.33
Highway Fund $56.143.33 replacing approved payment $56,143.63

D. Acceptance of Donation of Goods
Recommended Resolution: The Town of Rochester Town Board accepts donation of 2 bags of candy from Gary Palmer for the Easter event.

E. Acceptance of Donation of Goods
Recommended Resolution: The Town of Rochester Town Board accepts donation of 4 large photographs to be displayed on the Community Center walls from Peter Nelsen.

F. Acceptance of Donations
Recommended Resolution: The Town of Rochester Town Board accepts donations of $20.00 from Lucy Padilla, $10.00 from Linda Manfred, $50.00 from Alice Gray, $100.00 from Elaine and Mel Tapper, $45.00 from Carol Waxman, $436.43 from Arlene Levine, and $151.00 in cash donations toward the St. Patrick’s Day Luncheon event and $10.00 in cash donations from the Adult Paint Class.

G. Acceptance of Donation
Recommended Resolution: The Town of Rochester Town Board accepts donation of $115.04 from St. Pauly’s Textile, Inc.

H. Special Meeting
Recommended Resolution:The Town of Rochester Town Board calls a Special Meeting to be held April 28, 2022 at the Harold Lipton Community Center, 15 Tobacco Road, Accord, NY 12404 to immediately follow the public hearings of Local Law 2-2022 and Local Law 3-2022, commencing at 7:00pm. The Town Clerk is requested to publish notice of the Special Meeting.

I. Special Meeting – Website Vendor Interviews
Recommended Resolution:The Town of Rochester Town Board calls a Special Meeting to be held April ____, 2022 at the Harold Lipton Community Center, 15 Tobacco Road, Accord, NY 12404 commencing at ___pm. The Town Clerk is requested to publish notice of the Special Meeting.

J. Adult Paint Classes
Recommended Resolution: On request of the Recreation Department, The Town of Rochester Town Board approves use of the Harold Lipton Community Center for the scheduling of 2 Adult Paint Classes. Funding to come from Adult Recreation, Supplies and Materials budget line.

K. Youth Recreation Summer Program
Recommended Resolution: On request of the Recreation Department, The Town of Rochester Town Board approves funding and facilities for the 2022 Youth Recreation Summer Program, as presented by the Recreation Director. Funding has been budgeted in the 2022 Recreation Department budget lines.

L. Authorizing Purchase of Field Dirt
Recommended Resolution:The Town of Rochester Town Board authorizes the purchase of up to 24 yards of field dirt for use on the Town Park baseball field. Actual cost TBD but expected to be between $50 – $100 per yard. Funding shall be from budget line Parks, Operation and Maintenance.

M. Appointment of Employee
Recommended Resolution: On request of the Code Enforcement Officer, the Town of Rochester Town Board appoints __________ to the position of Fire Inspector (PT), at a rate of compensation of $20.00 per hour for up to 15 hours per week, effective April 10, 2022, subject to approval by the Ulster County Personnel Department the employee meets eligibility requirements.

N. Budget Modification
Recommended Resolution: On request of the Budget Officer, the Town of Rochester Town Board authorizes budget modification as follows:
8664.115 Clerk (PT) reduce by $12,000 new budgeted amount $6,980
8664.114 Fire Inspector increase by $12,000 new budgeted amount $28.770

O. Request for Unpaid Leave of Absence
Recommended Resolution: On request of the employee, the Town of Rochester Town Board grants William D. Farrell unpaid leave of absence effective May 1, 2022, as the the terms of the Collective Bargaining Agreement.

P. Request for Refund
Recommended Resolution: On request of the Planning Board and applicant, the Town of Rochester Town Board approves refund request in the amount of $1000.00 to Dan Richfield due to request for withdrawal of application 2021-02 Special Use. The application was not reviewed.

Q. Authorizing the Supervisor to Sign an Agreement
Recommended Resolution:The Town of Rochester Town Board authorizes the Town Supervisor to sign a Memorandum of Agreement (MOA) between the Town of Rochester and the County of Ulster
to establish the conditions, roles and responsibilities of the parties in regard to operating a Point of Dispensing (“POD”) for the dispensing of COVID-19 vaccinations to the public, at Harold Lipton Community Center on 4/28, 5/19, 5/26/2021 (“POD Date”).

R. Resolution of Support
Recommended Resolution:On request of Scenic Hudson, Inc.The Town of Rochester Town Board adopts a resolution is support of NY-NJ Watershed Protection Act: H.R. 4677 as follows

WHEREAS, New York Congressman Tonko has proposed the NY-NJ Watershed Protection Act, a unique federal investment program to authorize $50 million of federal funds to protect and restore all watersheds, including the Hudson River Watershed, that flow into New York-New Jersey Harbor and

WHEREAS, The Act has unanimous support among the Hudson Valley’s Congressional delegation; and,

WHEREAS, the Act would provide benefits to diverse stakeholders such as the protection of fisheries and wildlife, conservation of natural resources and public and private lands, critical urban greenspaces, ocean and coastal resources, and various opportunities to improve the quality of life for community members throughout the region; and

WHEREAS, the Town of Rochester is part of the most densely populated and economically important regions in the country, the proposed NY-NJ Watershed Act will provide enormous economic and environmental benefits locally, regionally and nationally; and

WHEREAS, watersheds provide drinking water, tourism and outdoor recreation, economic opportunities, as well as sustain fisheries, critical wildlife and provide vital infrastructure from flooding and rising sea levels; and

WHEREAS, the Act would provide matching funds to achieve the goals of New York State Department of Environmental Conservation’s Hudson River Estuary Program, a state program that has greatly benefitted Hudson Valley communities; and,

WHEREAS, the Act would fund shoreline management and restoration within the watersheds,

WHEREAS, as an elected body tasked with protection and safeguarding irreplaceable water-connected resources and nature-based flood hazard mitigation measures that are essential to protect human life and infrastructure; and

WHEREAS, this Act would direct the Secretary of the Interior to enhance collaboration and coordinate restoration activities at all levels of government to protect fish and wildlife habitats, endangered species, improve water quality, increase public access to the estuary, mitigate flood risks, and develop public outreach and educational activities; and

WHEREAS, many residents of the region of the NY-NJ Watershed live in communities lacking environmental justice, where access to and enjoyment of fish, wildlife, clean water, and other natural resources have been impaired or compromised, federal funding is necessary to mitigate these long overdue environmental and social issues; and

WHEREAS, the Town of Rochester would benefit from the Act as it would establish beneficial programs and award grants to help fund valuable restoration projects in our local community; and

WHEREAS, the Town of Rochester is a cornerstone in which its residents depend on and the region relies on for its resources to provide prosperity throughout the state, therefore, BLANK must uphold its duty to protect the community’s access to drinking water and natural resources; and

WHEREAS, the Town of Rochester has an opportunity to be a social and environmental leader of the state, by supporting the NY-NJ Watershed Protection Act, we may lead by example and facilitate much needed change; and

NOW THEREFORE, BE IT RESOLVED, that the Town of Rochester Town Board supports the passing of the NY-NJ Watershed Protection Act.

S. Authorizing the Supervisor to Send a Letter of Support
Recommended Resolution:The Town of Rochester Town Board authorizes the Town Supervisor to send a statement of support of the proposed NY-NJ Watershed Protection Act.
