Recommended Resolution: The Town of Rochester Town Board accepts the agenda, as prepared by the Town Supervisor.
III. Executvie Session
B. Recommended Resolution: The Town of Rochester Town Board motions to enter into Executive session at _____pm for the purposes of interviews with a potential Board of Assessment Review board member.
C. Recommended Resolution: The Town of Rochester Town Board motions to exit Executive session at _____pm.
IV. Presentation of 2023 Annual Financial Report (AFR)

D. Authorization to File 2023 AFR
Recommended Resolution: The Town of Rochester Town Board authorizes the Supervisor to file the 2023 Annual Financial Report (AFR), formerly known as the Annual Update Document (AUD), as prepared by RBT, CPA’s on behalf of the Town.
E. Appropriation of American Rescue Plan (ARPA) Funds
Recommended Resolution: The Town of Rochester Town Board appropriates American Rescue Plan Funds provided to the Town in the amount of $4,667, classified as Lost Revenue for reporting purposes. This funding shall be used for the purposes of fulfilling contractual agreement with Charter Communications for Broadband/Cable TV installation in the Town of Rochester. The Supervisor is authorized to transfer the funds to the Capital Projects Fund for payment as per the signed contract.
F. 2024 Budget Amendments
Recommended Resolution: The Town of Rochester Town Board approves the recommended 2024 Budget Amendments, as presented by the Supervisor, in capacity as the Budget Officer for the Town..
G. Authorization of Contract Renewal
Recommended Resolution: The Town of Rochester Town Board authorizes the Town Supervisor to sign a contract renewal with Crosspoint Connect, Inc. 9 Marions Way Woodstock, NY 12498 for the period of 12/25/2023-12/25/2024 for Town telephone equipment and voice mail services.
H. Appointment of Employees
Recommended Resolution: The Town of Rochester Town Board appoints Christopher Lopez and Josemarie Velasco to the Civil Service competitive classified position of Constable, Part-time from the Certificate of Eligibles provided by the Ulster County Personnel Department, effective 4/16/2024, upon certification by New York State, contingent on completion of any qualifications or certifications as may be required to fulfil the position
Constable Lopez shall be compensated at a rate of $18.50 per hour,per the Town of Rochester adopted 2024 Grade and Pay Schedule, per town probationary period until such time as the employee has completed 520 hours worked.
Constable Velaso shall be compensated at a rate of $19.00 per hour, per the Town of Rochester adopted 2024 Grade and Pay Schedule, having previously completed the probationary period.
