Supervisor Baden called the meeting to order and led in the Pledge to the Flag.

SEQRA GRANT APPLICATION:
Resolution # 186 -2023:

The Town of Rochester Town Board has determined the application made to the Ulster County Legislature for consideration of a Municipal Parks and Recreation Grant in the amount of $100,000 funding for capital project for construction of restroom facilities, construction of septic and water system for same, replacement of the pavilion roof, and replacement of park signage for the Town of Rochester Park located at 50 Scenic Road, Accord, NY will not have a significant adverse impact on the environment and should be classified as a Type II Action under the following 6 NYCRR Part 617 criteria. No further SEQRA review is required.
§ 617.5 TYPE II ACTIONS
(C) (2) replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same site, including upgrading buildings to meet building, energy, or fire
codes unless such action meets or exceeds any of the thresholds in section 617.4
of this Part;

(C) (9) construction or expansion of a primary or accessory/appurtenant, non-residential structure or facility involving less than 4,000 square feet of gross floor area and not involving a change in zoning or a use variance and consistent with local land use controls, but not radio communication or microwave transmission facilities.

The Town of Rochester Town Board authorizes the Supervisor to apply to the Ulster County Legislature for consideration of a Municipal Parks and Recreation Grant in the amount of $100,000 funding for capital project for construction of restroom facilities, construction of septic and water system for same, replacement of the pavilion roof, and replacement of park signage for the Town of Rochester Park located at 50 Scenic Road, Accord, NY.
The Town estimates construction costs of $276,000 for the total project. The Town further pledges to contribute up to $176,000.00 in matching funding for the project, of which no greater than $25,000 shall be in-kind services.

ESTABLISHING PUBLIC HEARING DATE:

The Town of Rochester Town Board sets the date of Thursday May 4, 2023, for public hearing to be convened following the completion of the public heaing for
Local Law _ of 2023, being convened at 6:30pm, at the Harold Lipton Community Center, 15 Tobacco Road, Accord, NY .
The public hearing is convened on the matter of request by a Accord LLC for consideration of inclusion of 5 parcels in the Economic Enterprize Overlay zoning district, pursuant to Town of Rochester Code §140-18.1.
The parcels are identified as SBL 77.9-1-25, 77.9-1-27, 77.9-1-28, 77.9-1-29, and 77.9-1-31 and are located at 2 Towpath Road, 4 Towpath Road, 8 Towpath Road, and Granite Road. And are located in the Hamlet (H) zoning district.
The Town Board further requests the Town Clerk circulate legal notice of the public hearing.

REFERRAL TO ULSTER COUNTY PLANNING BOARD AND THE TOWN OF ROCHESTER PLANNING BOARD:

The Town of Rochester Town Board authorize the Town Supervisor and the Town Clerk to initiate referral of the record of all documents placed into consideration in the review of the matter of request by Accord LLC for consideration of inclusion of 5 parcels in the Economic Enterprise Overlay zoning district, pursuant to Town of Rochester Code §140-18.1.

DISCUSSION:

ASSOCIATION OF TOWNS- AFFORDBALE HOUSING AND BUDGET NEGOTIATIONS:

Supervisor Baden asked the Board to review the correspondence from the Association of Towns regarding an incentive based approach to affordable housing. The Board agreed to research the information more and bring it back to the board at the meeting on the 15th.
