Supervisor Baden opened the meeting and led in the Pledge of Allegiance to the Flag.

EXECUTIVE SESSION:
Resolution # 444-2022:

A Motion was made by The Town Board motions to enter into executive session at 6:00pm, for the purposes of interviews of individuals who have applied to serve on the Town of Rochester Housing Committee.

CHANGE IN EMPLOYMENT STATUS:
Resolution # 446 -2022:

A Motion was made by Councilwoman Enouen that The Town of Rochester Town Board authorizes the Supervisor to change the job title for D.J. Koeppen to Constable (provisional), having attained 520 hours of employment removing the probationary status. The respective hourly rate of compensation is increased to $15.50 per hour, retroactive to having attained 520 hours of employment hours.

A Motion was made by Supervisor Baden that The Town of Rochester Town Board sets public hearing for Local Law 10-2022, a local law establishing Chapter 4 of the Town Code, Establishment of a Board of Commissioners for the Town of Rochester “Rochester Ambulance District” to be held at the Harold Lipton Community Center on December 1, 2022 at 6:30pm and requests the Town Clerk circulate legal notice.

A Motion was made by Councilwoman Enouen that the Town of Rochester Town Board sets public hearing for Local Law 11-2022, a local law establishing Chapter 4 of the Town Code, Establishment of a Board of Commissioners for the Town of Rochester “High Falls Ambulance District” to be held at the Harold Lipton Community Center on December 1, 2022 immediately following the public hearing of local law 10-2022 and requests the Town Clerk circulate legal notice.

CHARTER SPECTRUM EXPANSION PROPOSAL:

The Board discussed the proposal made by Charter Spectrum and the attorney for the Town comments. Councilman Coleman and Supervisor Baden to put together a draft agreement to be presented to the Town Board for consideration at the December meeting.

HOUSING COMMITTEE APPLICANTS:
The Board will discuss the applicants in Executive Session at the November Audit meeting. Councilwoman Smiseth to contact the applicanr who was unable to attend the interview.

ZONING CODE SUBCHAPTER DISCUSSION:
Cannabis, Contractor Storage Yards, Wireless Telecommunications Facility, Drive Thru Facilities, Food Trucks, Low Impact Campgrounds, Definitions, Schedule of Use, Zoning Map. Supervisor Baden presented a draft of the Wireless Telecommunications Facility and Definitions codes to the Board. To be discussed further at the November Audit meeting
