Town Board Workshop Meeting – April 2022

Town of Rochester Town Board held the Workshop Meeting on April 20, 2022 at 6:45pm at the Harold Lipton Community Center, 15 Tobacco Road Accord, NY 12404.

Supervisor Baden called the meeting to order

ACCEPTANCE OF AGENDA:
Resolution # 191-2022:

A Motion was made by Councilwoman Enouen that the Town Board accepts the agenda, as prepared by the Town Supervisor with additional two topics for discussion of open meetings law changes and proposed addendum to the Comprehensive Plan.

PRESENTATION OF EEO APPLICATION: THE GRANARY PROJECT:

Henry Rich and Renn Hawkey presented to the Town Board their proposal for the Granary project.

AUTHORIZATION TO HAVE SUPERVISOR SET GATEWAY MEETING:
Resolution # 192-2022:

A Motion was made by Councilwoman Smiseth authorizing Supervisor Baden to set up a gateway meeting with Ulster County Planning Board regarding the granary project.

DISCUSSIONS:

PROPOSED LOCAL LAW: ACCESSORY DWELLING :

The Board reviewed the current proposed law and made appropriate changes.

CONTINUATION OF PUBLIC HEARING ON ACCESSORY DWELLINGS:
Resolution # 193-2022:

A Motion was made by Supervisor to accept the proposed law with amendments made at this meeting to set the continuation on proposed local law B: Accessory Dwellings for 5/25/2022 at 7pm at the Harold Lipton Community Center and for the Town Clerk to refer such law to the Ulster County Planning Board and Town of Rochester Planning Board.

ADVERTISMENT AND CIRCULATE NOTICE OF PUBLIC HEARING:
Resolution # 194 -2022:

A Motion was made by Supervisor Baden to direct the Town Clerk to circulate notice of scheduled public hearing for proposed local law B -2022: Accessory Dwellings.

RESCHEDULE MAY AUDIT WORKSHOP MEETING:
Resolution # 195-2022:

A Motion was made by Councilwoman Enouen to reschedule the May audit for 5/25/2022 at 6:00pm at the Harold Lipton Community Center.

2023 AMBULANCE IMPROVEMENT DISTRICTS:

Supervisor Baden stated that step one has been completed with no petitions filed with in the 30 days. The Board allotted $ 1,000 for each district to do the mapping and Attorney Review. Councilman Coleman is going to reach out to each entity for the financials so figure out the financials by 5/1/22 so step two can move forward.

BROADBAND COVERAGE MAP:

Supervisor Baden stated that he completed the remaining gaps in the mapping that Councilman Coleman was working on and from the looks of it there is approximately 20-40 properties without coverage. Once the map is updated it will be sent to the Ulster County Comptroller.

2022 JCAP GRANT AWARD: RFP FOR BATHROOM IMPROVEMENTS:

Supervisor Baden stated that no RFP’s were received and asked the Board how they want to proceed moving forward. We have $ 30,000 of JCAP grant money for the bathroom improvements.
Councilman Paddock stated that possibly because the design was opened ended made it difficult to put in an appropriate bid.
The Board discussed the idea of hiring a Architect or Engineer to draw up a plan design and then place the bid back out to see if we receive more proposals.

AUTHORIZE THE SUPERVISOR TO SEEK QUOTES FROM ARCHITECT OR ENGINEER FIRM:
Resolution # 196-2022:

A Motion was made by Councilwoman Smiseth to authorize the Supervisor to seek quotes from an Architect or Engineer to design the layout of the Justice Court bathroom renovations.

MUNICIPAL PLANNER:

Supervisor Baden stated that he received 19 applications from indeed. 8 stoodout more than the others. Supervisor Baden also spoke to a retired planner who lives locally that may have interest. The Board agreed to move forward with establishing a exploratory committee to review applications and hold interviews.

ESTABLISHING EXPLORATORY COMMITTEE: MUNICIPAL PLANNER:
Resolution # 197-2022:

A Motion was made by Councilwoman Enouen that the Town Board establish an exploratory committee consisting of Councilman Paddock, Supervisor Baden, Attorney Christiana, One Planning Board representative and one ZBA representative.

SOLID WASTE / LITTERING LAW:

The Board reviewed and made appropriate changes to the proposed law.

OPEN MEETINGS LAW:

The Board reviewed the current regulation of open meetings law.

PROPOSED ADDENDUM TO THE COMPREHENSIVE PLAN:

Supervisor Baden presented a proposed addendum to the Comprehensive Plan. It was the first recommendation from the ZRC and will help with the process moving forward. The Board agreed with moving forward.

AUTHORIZE TO SEND REFERRAL OF ADDENDUM TO THE COMP PLAN:
Resolution # 198 -2022:

A Motion was made by Councilwoman Enouen to authorize the Town Clerk to refer appropriate documents to the Ulster County Planning Board , Town of Rochester Planning Board and Agriculture and Markets.

SET PUBLIC HEARING FOR ADDEDUM TO THE COMPREHENSIVE PLAN:
Resolution # 199 -2022:

A Motion was made by Councilman Coleman that the Town of Rochester Town board set a public hearing for proposed addendum for 5/25/2022 immediatley following the public hearing on proposed local law B-2022.

A Motion was made by Councilman Paddock to scheduled a special meeting to be held on 5/25/2022 at the Harold Lipton Community Center immediately following the public hearing on the Comprehensive plan addendums and for the Town Clerk to circulate notice of such.

A Motion was made by Councilwoman Smiseth to scheduled a special meeting to be held on 4/28/2022 at the Harold Lipton Community Center immediately following the public hearing on local law A -2022: Moratorium and for the Town Clerk to circulate notice of such.

EXECUTIVE SESSION:

A Motion was made by Supervisor Baden to enter into executive session at 10:17pm for the purposes of discussion of matters concerning employment of a particular individual and matters of litigation.
Second: Councilwoman Enouen motion carried

A Motion was made by Councilwoman Enouen to reconvene the meeting at 10:47pm with no action taken nor monies expended.
Second: Councilwoman Smiseth motion carried
