Town of Rochester Town Board held a Special Meeting on March 31, 2022 at 7:39pm at the

ACCEPTANCE OF AGENDA:
Resolution # 156-2022:

A Motion was made by Councilman Paddock that The Town Board accepts the agenda, as prepared by the Town Supervisor.

ACCESORY DWELLING DISCUSSION:

The Board reviewed the Accessory dwellings proposed law and made appropriate changes based on comments made. Councilwoman Enouen is going to work on the changes and present to the Town Board at the April Town Board meeting.

SETTING PUBLIC HEARING:
Resolution # 157-2022:

A Motion was made by Supervisor Baden that the Town Board schedules a public hearing to grant exemptions to the requirements of Chapter 107: Racetrack, as per §107-7 to be held on April 14, 2022 at the Harold Lipton Community at 6:30pm. The Town Clerk is requested to circulate notice.

AMEND RESOLUTION # 157-2022:

A Motion was made by Supervisor Baden to amend Resolution # 156-2022 changing the date to April 20, 2022.

EMPLOYMENT APPLICATION FORM:
Resolution # 158-2022:

A Motion was made by Supervisor Baden that the town Board adopts the document “County of Ulster Application for Examination or Employment” as the Town of Rochester employment application form.

MORATORIUM ON LAND DEVELOPMENT:

Supervisor Baden presented to the draft moratorium law for the Board to review. The Board reviewed and made changes and will discuss it further at the Town Board meeting.

SCORING OF RFP: WEBSITE DESIGN, IMPLEMENTATION, SUPPORT AND HOSTING:

The Town of Rochester received 11 RFP’s for website design, implementation, support and hosting.
Each Board member scored the 11 RFP’s individually and Supervisor Baden presented the scoring

REMOVAL OF PROPOSALS:
Resolution # 159-2022:

A Motion was made by Supervisor Baden to remove proposals 10 and 11 from consideration due to missing non-collusion statement in the proposal.

REMOVAL OF PROPOSALS FOR LOW SCORING:
Resolution # 160-2022:

A Motion was made by Supervisor Baden to remove proposals 1 and 4 from consideration due to scoring less than 70 points in the Responsiveness Criteria scoring.

OPPORTUNITY TO HOLD INTERVIEWS:
Resolution # 161-2022:

A Motion was made by Councilwoman Smiseth that the Town Board offer opportunity for in person interview to vendors 2,3,5,and 8 as they scored the highest 4 cumulative scores.

The Board continued the Audit meeting.

CPL vouchers from August/September 2021:
After discussion the Town Board took no action and requested the Supervisor request a meeting with CPL.
