PRESENTATION:

Dwight Coombe of Sprague & Killeen presented the 2021 Town Selective Insurance coverage.
The Board reviewed the public officials and police policy.
Dwight suggested that the Board purchase a cyber policy. Dwight also would like to review the Municipay contract agreement with the Town pertaining to online payment liabilities.
The Board discussed data security breaches, transferring of funds from one account to the next and agreed to review this information further.

HIGHWAY SUPT. BRIDGE UPDATE:

BOICE MILL RD BRIDGE:

Highway Superintendent Frey stated the Boice Mill Rd Bridge was yellow flagged. We signed a contract with CTMale which they will help monitor the bridge and do paperwork for the funding from the Ulster County transportation council program. If approved it would be a 80% payment from the County and 20% from the Town.

MILL HOOK RD. BRIDGE:

Highway Superintendent Frey stated the Mill Hook Rd Bridge was red flagged and based on the recommendations from the Town Engineer it was agreed to close the Bridge. We are hoping to have the bridge repaired between February-March as long as weather allows for it and we don’t have to go into the water. If we need to go into the water we will need to get a permit from the DEC which will prolong the process.
Supervisor Baden stated the cost would be approximately $ 250,000. The Board can use fund balance of about 25% or get a BAN which would require us to pay interest over a 5 year process. Because of the time sensitivity with this bridge we would not be able to apply through the same program as the Boice Mill Rd Bridge.

2021 TOWN BOARD MEETING SCHEDULE:

The Board discussed whether it is relevant to hold the audit meeting on a separate evening from the workshop meeting. The Board agreed to keep the meeting on the same night as of now and members of the Board will review the bills prior to the audit/workshop meeting.

2021 BOARD AND COMMISSIONS APPOINTMENTS/ REAPPOINTMENT:

The Board agreed to schedule a meeting mid-January to hold interviews for Boards and Commissions.

SHORT TERM RENTAL- CHAPTER 140- ZONING BOARD DISCUSSION:

The Board discussed the following;

Increase and updates to the Code enforcement fee schedule
Possibility of Tentr being covered in the code under campgrounds and the current districts that allow for it.
Manufacturing & Safety aspects with Air streams/ trailers/ RV’s
Noise concerns and quiet time as part of the permit
Alternative Structures definition and usage
Concerns of vandalism or robbery by posting manager identifying information on front window or door.
Requirements of having septic systems pumped

AUTHORIZATION FOR SUPERVISOR TO SIGN CONTRACT WITH MAGNA5:
Resolution # 256 -2020:

A Motion was made by Councilwoman Enouen that upon recommended changes made by the Town Attorney the Town Board authorizes the Town Supervisor to sign the Magna5 contract as presented.
Second: Councilman Hewitt
Discussion: Councilwoman Haugen-Depuy suggested amending the resolution to include the year of the contract.

AMEND RESOLUTION # 256 -2020:

A Motion was made by Councilwoman Enouen that upon recommended changes made by the Town Attorney the Town Board authorizes the Town Supervisor to sign the 3 year and the 1 year Magna5 contracts as presented.

A Motion was made by Supervisor Baden that the Town Board resolves to enter into executive session at 7:55pm for the purposes of discussion about
1. matters leading to the employment of a particular person;
2. matters leading to the appointment of a particular person;
3. matters leading to the appointment of particular persons to boards and commissions;
Second: Councilwoman Enouen

A Motion was made by Councilman Hewitt to reconvene the meeting at 9:15pm with no action taken nor monies expended.
