Town Board Special Meeting – November 2018

A Special Meeting was held on November 13, 2018 at the Town of Rochester Town Hall for the purpose of discussing the proposed 2019 Budget.

PRESENT:

Councilman Drabkin Councilwoman Fornino Councilwoman Haugen-Depuy
Councilman Hewitt Supervisor Baden Town Clerk Gundberg

Supervisor Baden opened the meeting and led in the Pledge of Allegiance to the Flag.

EXPLORATION OF THE TRANSFER OF PROPERTY TO THE ACCORD FIRE DISTRICT:
Resolution # 366-2018:

A Motion was made by Councilman Drabkin to allow Alfandre Architecture to explore a transfer of Town property to the Accord Fire District in conjunction with the NY Rising project of construction of a new Alligerville Firehouse.

Aye: 5 nay: 0 abstain: 0 motion carried

COMPLETION OF WORK FOR CONSTABULARY /COURTHOUSE BUILDING:
Resolution # 367-2018:

A Motion was made by Councilwoman Haugen-Depuy upon release of work from D&G construction the Town Board shall hire Saul Goodman Contracting Corp. for the completion of work to the construction of the Constabulary/ Courthouse building not to exceed $ 2,700.00.
Discussion: Councilman Drabkin stated he doesn’t like how the wording is in the proposal. It should state the above 8 items list will be completed for a maximum of $ 2,700.00 if the work is completed in less time the amount will be adjusted.
After discussion both Councilpersons withdrew their motion.

BUDGET WORKSHOP:

Discussion and review of the Preliminary General and Highway Funds 2019 budget

After the completion of review the tax increase is 5.6 cents increase per 1,000. Based on the 214,000 average home assessment it is a $ 12.00 increase for the 2019 year.

ADOPTION OF THE 2019 BUDGET:
Resolution # 368-2018:

A Motion was made by Councilman Drabkin to adopt the 2019 General Fund, Highway Fund, and Special Districts budgets for the Town of Rochester to the single decimal point budget code, as presented, in the amounts of

$ 1,456,170 General Fund Revenues
$ 605,759 General Fund amount to be raised by Taxes
$ 2,097,335 Highway Fund Expenditures
$ 683,079 Highway Fund Revenues
$ 1,264,256 Highway Fund amount to be raised by Taxes
$ 5,300 Street Lighting Fund Expenditures
$ 0 Street Lighting Fund Revenues
$ 5,300 Street Lighting Fund amount to be raised by Taxes
