Town Board Special Meeting – May 2019

A Special Meeting of the Town Board was held on May 17, 2019 at 2:00pm at the Town of Rochester Town Hall.

Supervisor Baden called the meeting to order and led in the Pledge of Allegiance to the Flag.
Resolutions:
A Motion was made by Councilman Drabkin to approve Resolutions #144 -146-2019:
AUTHORIZING THE SUPERVISOR TO PROVIDE NOTICE TO ULSTER COUNTY PERSONNEL DEPARTMENT:
Resolution # 144-2019:
The Town Board hereby directs the Town Supervisor to provide notice to the Ulster County Personnel Department of the request to create two Clerk to Justice (PT) positions, effective January 1, 2019. Such positions shall be funded for 28 hours per week PLUS additional weekly evening court hours as needed, as per the 2019 General Fund budget, and be eligible for any and all applicable benefits as prescribed by the Town of Rochester Compensation and Benefits Manual, as adopted December 1, 2018.
Resolution # 145-2019:
The Town Board hereby directs the Town Supervisor to provide notice to the Ulster County Personnel Department of the request to create the position of Municipal Work Supervisor (NC) and change the designation of Harry Worden from Solid Waste Attendant to Municipal Work Supervisor. Such position shall be funded for 40 hours per week, as per the 2019 General Fund budget, and the position shall be eligible for any and all applicable benefits as prescribed by the Town of Rochester Compensation and Benefits Manual, as adopted December 1, 2018.
Resolution # 146-2019:
The Town Board hereby directs the Town Supervisor to provide notice to the Ulster County Personnel Department of the request to create the position of Asst. Rec Director (PT) and to change the designation of Bethany Dennin from PT Rec Aide to Asst. Rec Director (PT). Such position shall be funded for 20 hours per week, as per the 2019 General Fund budget, and the position shall be eligible for any and all applicable benefits as prescribed by the Town of Rochester Compensation and Benefits Manual, as adopted December 1, 2018.

AUTHORIZATION OF USE OF TOWN HIGHWAYS:
Resolution # 147-2019:

A Motion was made by Councilman Hewitt authorizing the use of Town roadways for the charity bike ride event American Zofingen Duathlon on May 19, 2019 upon presentation of a Certificate of Liability Insurance naming the Town of Rochester as an additional insured party.

ACCEPTANCE OF QUOTE:
Resolution # 148-2019:

A Motion was made by Councilman Drabkin that The Town Board, as per the Town of Rochester Procurement Policy, accepts the written quote of Mobile Properties LLC in the amount of $ 8,995.00 for the construction on the Town Court Annex building, as described in the written statement of work, upon of proof of insurance, as required by the Town insurance carrier.

Supervisor Baden recused himself at 2:07pm.
Deputy Supervisor Haugen-Depuy chaired the remainder of the meeting.

EXECUTIVE SESSION:

A Motion was made by Deputy Supervisor Haugen-Depuy to enter into executive session at 2:07pm to discuss a particular employee’s health and safety concern and invites the Attorney for the Town the Town Human Resources consultant and Henry Kroll the employee’s representative to participate in the executive session.
Aye: 4 nay: 0 abstain: 0 motion carried
Baden-recused
The particular Town Employee and representative exited the executive session at 2:37pm.
Supervisor Baden was asked to join the executive session at 3:06pm.
A Motion was made by Deputy Supervisor Haugen-Depuy to reconvene the meeting at 3:32pm stating no action taken nor monies expended.

Baden-recused
Supervisor Baden joined the Board at 3:33pm.
AUTHORIZING THE SUPERVISOR TO LOOK FOR QUOTES:
Resolution # 149-2019:
A Motion was made by Councilwoman Haugen-Depuy to authorize the Supervisor to look for quotes for a HVAC system and quotes for proper ventilations for the Town Hall building.

A Motion was made by Councilman Hewitt to adjourn the meeting at 3:47pm.
