Town Board Special Meeting – June 2017

The Town of Rochester held a Special meeting on 6/14/2017 at 1pm at the Town of Rochester Town Hall regarding the solar memorandum of commitment & option and lease agreement with Borrego Solar.
PRESENT:
Supervisor Chipman Councilwoman Chachkin Councilman Drabkin
Town Clerk Gundberg Attorney Christiana

ALSO PRESENT:

Alex Farkes, Borrego Solar Representative

ABSENT:

Councilwoman Fornino Councilwoman Haugen-Depuy

Supervisor Chipman called the meeting to order.

Councilman Drabkin asked questions regarding insurance liability and cost analysis of the sand ratio price compared to the income that would be received on the solar farm. Councilman Drabkin stated, “at no time was it made clear to Board members that there wouldn’t be use of the sand mine in the future once the solar farm is in place.”

The Board agreed to have a recess at 1:15pm.

The Board reconvened the meeting at 1:30pm with Councilwoman Fornino now present.

Supervisor Chipman stated that the people in Town will get a greater savings from the solar energy sold then they would from the sand.

Councilwoman Fornino left at 1:50pm.

The Board filled out the Full Environmental Assessment Form Part 2- Identification of Potential Project Impacts.

APPROVAL OF THE NEGATIVE DECLARATION OF SEQRA:
Resolution # 79-2017:

A Motion was made by Councilman Drabkin to approve the negative declaration.

ACCEPTING MEMORANDUM OF COMMITMENT WITH BORREGO SOLAR:
Resolution # 80-2017:

A Motion was made by Councilwoman Chachkin to accept the option and lease agreement and memorandum of commitment and for the Town Supervisor to sign such agreement.

Seconded by: Supervisor Chipman 3-0aye, motion carried
Fornino, Haugen-Depuy Ab.

DEWITT RD/ QUEENS HWY SURVEY DISCUSSION:

Supervisor Chipman stated that he contacted 6 survey companies and received a response from one.
There was a discussion on what portion should be surveyed because the quote was for an entire property survey and attorney Christiana seems to think only the portion of property in question needs to be completed.

The Board agreed to table the discussion until the audit/ workshop meeting and Supervisor Chipman would look into the situation more.

A Motion was made by Councilman Drabkin to adjourn the meeting at 2:27pm.
