Call to Order – Pledge to the Flag – Roll Call

STATEMENT FROM THE SUPERVISOR:

I have confirmed with the Town’s Counsel that tonight’s meeting has been convened in accordance with the Governor’s March 13, 2020 Executive Order 202.1 which suspends certain provisions of the Open Meetings Law to allow a municipal Board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight’s meeting via YouTube and a transcript will be provided at a later date.

The Town Clerk has completed a roll call of the Board Members and there is a quorum present for this meeting. I have also confirmed with the Town Clerk that this meeting has been duly noticed.

We have fulfilled our legal notice requirements by posting Notice on the Town Clerk bulletin board and outside door, posting legal notice in the Daily Freeman, and posting notice on the Town’s website.

REMOVAL OF RFP FROM CONSIDERATION:
Resolution # 162-2020:

A Motion was made by Supervisor Baden to remove RFP #: 4,5,8,9,11,12 from consideration for the failure to include the non-collusive bidding certificate as required.

A Motion was made by Supervisor Baden to remove RFP # 7 from consideration for pricing by hour with no estimate making it virtually impossible to estimate.

AUTHORIZATION TO ENTER INTO CONTRACT:

A Motion was made by Councilman Hewitt upon contract approval of the Town Attorney the Town Board offers a 2 year contract with Fisch Solutions of 320 Robinson Ave, Suite 225 Newburgh, NY in accordance to their proposal.

LABORER POSITION:

Supervisor Baden stated we had a sudden resignation of laborer Jeffrey Subeh. He was offered another job and had to act on it quickly. It is approximately a 32 hour a week position. The Board agreed to discuss at the workshop meeting.

APPOINTMENT OF RECREATION DIRECTOR:
Resolution # 165-2020:

A Motion was made by Councilman Paddock the Town Board, upon receipt of the Certification of Eligibles from the Ulster County Personnel Department for the competitive position of Recreation Director, authorizes the Supervisor to extend offer of employment to Ashley Sweeney for the fulltime position of Recreation Director effective 7/16/2020, with salary as adopted with the 2020 Wage and Salary Schedule.

Discussion: Supervisor Baden stated of the 5 people that took the test there were only 2 that scored high enough and to no surprise Ashley scored number one on the list, contrary to her worry. We are happy to have her.
Town Clerk Gundberg: Ashley has been an employee for the Town for 20 years and has worked her way up to one of the most important positions in the Town. This has been a long 3 years and I am so incredibly proud of her not only as a co-worker but as a friend. This has been the best appointment the Board has made all year.

SETTING DATE FOR PUBLIC HEARING LOCAL LAW # 4-2020, AMENDING CHAPTER 132, VEHICLE AND TRAFFIC OF THE CODE OF THE TOWN OF ROCHESTER:
Resolution # 166-2020:

A Motion was made by Supervisor Baden that the Town Board sets a public hearing date for Local Law 4-2020, amending Chapter 132, Vehicles and Traffic, of the Code of the Town of Rochester, to be held at 6:30pm on August 6, 2020 at the Harold Lipton Community Center, 15 Tobacco Road, Accord, NY or via teleconference in accordance with the Governor’s Executive Order 202.1 and requests the Town Clerk post and advertise legal notice of such public hearing.

Discussion: Supervisor Baden stated the parking at the deep hole is becoming problematic again. I’ve been monitoring the situation and asking people to move their vehicles. I’ve been getting complaints from bounding owners who are having people trespass, leave garbage on their property, going to the bathroom on their property and have been nasty when asked to stay off their private property. I had the idea of putting guardrails up but Jeff guesstimated the cost to be $ 10,000.00 in railing. I would like to amend our vehicle and traffic law to restrict parking, and also work on changing the Town Code referring to parking violations. We tried rectifying it back in 2018 but it is slowly becoming an issue again.
