Town Board Special Meeting – December 2016

The Town of Rochester Town Board held a Special Meeting on December 20, 2016 at 6:00pm at the Town of Rochester Town Hall regarding the position of the Highway Superintendent.
PRESENT:
Supervisor Chipman Councilwoman Chachkin Councilwoman Fornino
Town Clerk Gundberg

Councilman Spano recused himself

ABSENT:

Councilman Drabkin

PLEDGE:

Supervisor Chipman opened the meeting and Councilman Spano led in the Pledge of Allegiance to the Flag.

APPOINTMENT OF HIGHWAY SUPERINTENDENT:
Resolution # 139-2016:

A Motion was made by Councilwoman Fornino to appoint Antonino Spano to fill the vacancy of the Highway Superintendent with a term to expire 12/31/2017. This appointment will be effective 12/22/2016.

Seconded by: Councilwoman Chachkin 3-0aye, motion carried

Supervisor Chipman thanked all the applicants. He stated that, “there were some very qualified applicants but Tony rose above everybody. He has a master’s degree in public administration he supervised over a 100 policemen and a fleet of vehicles. Anymore with the way the rules are it is business management and public administration rather than driving a truck and hauling gravel. We have a task to do within the next year to get some work done in the Highway department we are changing our budgetary system. I do appreciate some of the suggestions that came with the applications. When we received the audit report we began to change certain things fiscally. We want to do more we want to do a decompressed budget system, line by line with everything we do. This is done on the General fund side but has not been done on the highway side and this will be much more transparent. So when a road is worked on we will know exactly what that road will cost to be as efficient as possible and that is what the goal is. Congrats to Tony on the appointment there will be an election in November. I hope that many that put in applications will come forward during the election.”
Councilwoman Chachkin stated, “she is going to be sad not to have Tony sitting at the Town Board.”
Supervisor Chipman stated, “he worked with Tony for 9 years, he doesn’t know anyone more conservative then Tony. Tony has always put the Towns interest above anything else and by working with someone as intimately as that it did give him the advantage, it is something that he deserves and we will be able to work with him. We need to have a Board that can work with a Highway department and that has been a problem and I hope to see that change.”
