Town Board Public Hearing – Heritage and Open Space Inventory

The June 7, 2018 Public Hearing on the Natural Heritage Plan & Open Space Inventory was held at 7:00pm at the Town of Rochester Town Hall.

PLEDGE:
Supervisor Baden opened the continued public hearing and led in the Pledge of Allegiance to the Flag.

AMENDMENTS MADE AT THE 5/31/2018 WORKSHOP MEETING:
Amendment to Comprehensive Plan – Natural Heritage Plan and Open Space Inventory
Adoption of the Open Space Inventory dated January 2016, and the Natural Heritage Plan, pages 1-37 and 61-81, dated April 2, 2018 as addendums to the Town of Rochester Comprehensive Plan

PUBLIC COMMENT:
Laura Finestone asked why the section 38-60 was left out.
Supervisor Baden: The actual language was specific recommendations for proposed law, so the Board didn’t feel comfortable putting proposed law that may change in the comprehensive plan. Those sections will be done separately. The matrix is still there, which is the overview of all those topics. The Board took the legal language out. Everything else is staying in.

A Motion was made by Councilwoman Haugen-Depuy to close the public hearing at 7:08pm.

REVIEW of SEQRA Part II & III:
Resolution # 170-2018:

A Motion was made by Councilman Hewitt upon review of the information recorded on this EAF, as noted, plus additional support information, there are no impacts as the reports are being adopted as appendices to the Town of Rochester Comprehensive Plan.
Therefore, this project will result in no significant adverse impacts on the environment, and therefore an environmental impact statement may not be prepared. Accordingly, this negative declaration is issued.
