Town Board Minutes May 2014

The May Town Board Meeting was held on May 1, 2014 at 7pm at the Town of Rochester Town Hall.

PRESENT:
Supervisor Chipman Councilwoman Chachkin Councilman Drabkin Councilman Spano Town Clerk Gundberg

ABSENT:
Councilman Cilenti Attorney Christiana

PLEDGE:
Supervisor Chipman opened the meeting and Richard Miller led in the Pledge of Allegiance to the Flag.

Supervisor Chipman held a moment of silence for our fallen hero Sgt. Shawn Michael Farrell II. Shawn was 24 years old an Accord resident who passed away on April 28, 2014 of wounds sustained while serving in Operation Enduring Freedom in Afghanistan.

Paul Rider gave the Town Board an update on the events expected for the next week or so. Shawn will receive full military honors in recognition of the ultimate sacrifice he made for his country. We are uncertain when he will arrive at Stewart Airport. From Stewart he will be escorted home to Accord, NY by his family, members of the United States Military, members of the Accord and Kripplebush Fire Departments, Ulster County Sheriff’s Department, New York State Police, and Patriot Guard Riders.
The day following the public is invited to pay their respects beginning at 10 am at Skate Time in Accord, NY. Buses will shuttle from the Town Hall, Municipal parking lot, Rosakranse and Saunderskill Farm to Skate time.

Resolution #62 -2014:

A Motion was made by Councilman Drabkin to close all Town Departments during the services of Sgt. Shawn Farrell.

PUBLIC COMMENT:

Barbara Fornal on behalf of the ECC and a resident of the Town she would like to thank the Town Board for their participation in the Earthday clean-up. She was interested if the board had any data on the clean-up.
Supervisor Chipman thanked all involved and would like to see another clean-up in October. He was still waiting to hear from Harry the Transfer Station Operator for figures.

APPROVAL OF MINUTES:

A Motion was made by Councilman Drabkin to approve the minutes of the 04/03/2014 Town Board Meeting, 04/24/2014 Audit Workshop Meeting.

SUPERVISORS REPORT: will be available next week.

SUPERVISOR’S UPDATE /CORRESPONDENCE RECEIVED:

Supervisor Chipman stated that there was a NY Rising meeting 4/24/14 in Albany. 3 million dollars in aid will be distributed to our community. 2 million will be towards the Rondout Creek and its studies. Showers will be installed at the Community Center, $ 50,000.00 will go towards repairs at the Alligerville Firehouse, and the Bridge north of Accord will be replaced and raised. The Next meeting is scheduled for 5/5/14 at the Rosendale Community Center.
Councilman Spano questioned the study to be completed at the Rondout Creek. We already know there is a problem so how much money is to be completed on a study.
Supervisor Chipman stated an estimated figure of $250,000.00 will go towards the study.

LEGAL UPDATES:

Supervisor Chipman stated there was a couple of CEO cases before the Court last night.

LIASION REPORTS:

Councilwoman Chachkin: Planning Board : the Hudson Valley Resort recessed their application, AT&T submitted an improved corrected application. 2 subdivision applications. One on Mt. Laurel Estates the other on Streamside Estates.
HPC: A public meeting about the Historic Preservation Commission’s Alligerville Historic District Project was held 4/25/14 at the Rondout-Esopus Land Conservancy Headquarters. This project will place Alligerville hamlet on the national registrar. The feel from the community who attended the meeting seemed very supportive.
Telecommunications: will meet on 5/5/14 in hopes of completing the draft.
Justice Court: Judge Delahunt submitted an e-mail in reference to the handling of money for the justice court to be placed on file. Councilwoman Chachkin will draft a letter to the Town Auditor’s addressing this situation.
Councilman Cilenti: absent
Councilman Drabkin: ZBA: appeal filed in reference to Flying Change Farm.
Hwy: nothing to report other than winter is over now summer projects begin!
Councilman Spano: nothing to report
Supervisor Chipman: Easter Egg hunt was a great success over 140 kids attended. There was a successful Murder Mystery Night at CommunityCenter. Earth Day was 4/19/14 & 4/26/14. Mystery Dinner Night: 4/25/2014.
ECC: thank you to all involved in making Earth Day a huge success! Would love to see the Town do it again in October.
Assessor’s office: the tentative roll is complete. There were 15 star applications that were not renewed. Supervisor Chipman will continue to update the board on the star rebate program combined with the 2014 State budget. Having no mandated relief and staying within the 2% tax cap is going to be difficult enough now by 2015 a 1% shared service/ consolidation and the same for 2016 is in order for residents to receive the rebate.

TRANSFER STATION C/D FEE INCREASE:

Supervisor Chipman spoke with Tim Rose from the RRA. The RRA no longer allows compacting the trash so the bins are filling up rather quickly. Supervisor Chipman set up with the RRA to have pick-up on Fridays. Since we can no longer compact this is causing a great cost to the Town. It was suggested to increase the C/D tonnage fee from $ 110.00 per ton to $ 120.00 per ton.

Resolution # 63 -2014:
A Motion was made by Councilman Drabkin to increase the C/D fee to $ 120.00 per ton effective June 1, 2014.

NEW/OLD BUSINESS:

HIGHWAY PLOW TRUCK BID AWARD:
Resolution # 64 -2014:
A Motion was made by Councilman Drabkin to accept the awarded bid From Robert Green Truck Division in the amount of $ 39,488.00.
Seconded by: Councilwoman Chachkin

DISCUSSION:
Supervisor Chipman stated he researched this and built the same truck from scratch including all the accessories totaled $ 49,085.00.
Councilman Spano questioned the section of the plow. The bid didn’t include the plow?
Highway Superintendent clarified that it would come with a v-shape plow, there was a misunderstanding by the trucking company as to what was expected in the plow section of the bid specifications.

A Motion was made by Councilman Drabkin to amend the previous motion to accept the Bid from Robert Green Truck division in the amount of $ 39, 488.00 including the v-shape plow.

MEMORIAL DAY PARADE/ CEREMONIES:
Supervisor Chipman stated that at 11am we will honor Sgt. Farrell at the Veterans Memorial Park.
The Town Board is welcome to join the float.

Resolution # 65 -2014:
A Motion was made by Councilman Drabkin to authorize the Highway Department to use a truck in the Memorial Day parade.

WELCOME TO TOWN OF ROCHESTER SIGNAGE:

It was discussed to replace the Town of Rochester signs “ Welcome to the Town of Rochester”. There are approximately 20-21 signs in total. Supervisor Chipman suggested doing a Town of Rochester signage contest. There can be 2 categories one for the larger signs and another for the smaller signs. Sketches will be due no later than 8/7/2014 to the Town of Rochester Supervisor.
