Town Board Meeting Minutes – November 2015

The November Town Board Meeting was held on November 5, 2015 at 7pm at the Town of Rochester Town Hall.

 

PRESENT:

PLEDGE:

 

Supervisor Chipman opened the meeting and Lene Fornino led in the Pledge of allegiance to the Flag.

 

PUBLIC COMMENT PERIOD:

 

Bob Garrett congratulated Board Members for their victories with the election.

 

MINUTES OF THE MEETING:

 

A Motion was made by Councilwoman Fornino to approve the following 10/1/2015 Town Board Meeting, 10/16/2015 Special Meeting & 10/29/2015 Audit Workshop Meeting.

SUPERVISOR’S REPORT: filed with the Town Clerk

 

SUPERVISOR’S UPDATE:

 

The Construction at the Rochester Community Center with the extension of the Food Pantry has been approved.

 

On 11/10/15 Supervisor Chipman has a flood remediation meeting with the engineer and consultant.

LIAISON/ COMMITTEE REPORTS:

Councilwoman Chachkin: HPC: 10/19/15 meeting the commission is ready to submit application to Preserve NY Historical Grant.

Planning Board: 10/19/15 meeting the applicants of the Crested Hen agreed to gravel the driveway entrance.

Councilwoman Fornino:  YC: 10/24 held the Zombie Apocalypse Haunted Hayride. There was a great turnout and it was a great hayride. 11/26/2015 Thanksgiving Luncheon scheduled for 10:30-1:30pm. They are looking for volunteers and donations.

Councilman Drabkin: absent

Councilman Spano:  Thank you to Rich Miller for a job well done with a person in the community.

Constable report: Chief Miller explained an investigation that he has been a part of for a number of years now involving a member of the community. There is a constabulary class starting 12/7/15 with 15 students.

Supervisor Chipman: Assessor’s office: there have been 435 parcels inspected since 6/1/15. Exemption applications have been mailed out so the office has been busy filing those. A review of open permits have started and should be completed by March 2016.

ECC: Meets the second Thursday of the month and the commission is looking for Junior members to help participate in water testing of the Rondout, earth day cleanup and many more environmentally friendly projects. The Natural Resources Inventory is almost complete. Once this is completed the next step is an Inventory Plan. The Town of Rochester won the joint grant with the Town of Wawarsing to help fund this project. The County held a course on google earth plus which is an excellent source of information for our building department, planning office and Assessor’s office.

 

NEW/OLD BUSINESS:

 

VETERAN’S DAY:

 

11/11/2015 at 11am a service will be held honoring our Veteran’s at the Town of Rochester Veteran’s Park. Refreshments to follow at the Town Hall.

 

AUDIT TIME WARNER FRANCHISE FEES:

 

Supervisor Chipman stated that the Town of Ulster used Computell to audit the Time Warner Franchise which worked out well for them. Supervisor will gathering the company information and bring it to the board to see if they are interested in an audit.

 

AUDIT CELL TOWER REVENUE:

 

Supervisor Chipman stated he will see if the same company would audit Cell Tower Revenue and/or look into some companies that may do so.

 

SCHEDULE PUBLIC HEARING FOR PROPOSED BUDGET:

Resolution # 108-2015:

 

A Motion was made by Councilwoman Fornino to schedule a public hearing for the 2016 Proposed Budget for 11/16/2015 at 5:00pm at the Town of Rochester Town Hall with a Special Meeting immediately following and for the Town Clerk to advertise the same.

Supervisor Chipman proudly stated that there is a -0.05% budget increase proposed. Spending is down 2.27%

 

RESCHEDULE THE NOVEMBER AUDIT MEETING:

Resolution # 109-2015:

 

A Motion was made by Councilwoman Chachkin to reschedule the Audit Workshop Meeting to 12/3/2015 at 7pm.

PUBLIC COMMENT PERIOD:

 

Bob Garrett asked when the open public meeting was for the Fire District Budget? State-wide  the meeting is always scheduled for the second Tuesday in October, he was there with no meeting scheduled.

 

The Board stated that they would look into it.
