The June Town Board Audit meeting was held on June 29th, 2017 at 7:00pm at the Town of Rochester Town Hall.

PLEDGE:
Supervisor Chipman opened the meeting and Chief Constable Miller led in the Pledge of Allegiance to the Flag.
APPROVAL OF BILLS:
A Motion was made by Councilwoman Haugen-DePuy to pay the General Fund Abstract 6 of 2017 for the amount of $61,021.20, the Highway Fund Abstract 6 of 2017 for the amount of $61,396.23 and the Street Lighting for the amount of $406.03 for a total of $122,823.46.

NATURAL HISTORIC RESOURCE PLAN:
John Mickelson and David Church gave the Town Board a presentation of the Open Space and Natural Heritage Plan for the Town of Rochester and the Town of Wawarsing. They spoke about the recommended actions they had come up with for the Towns to look into. Church and Mickelson spoke about public access ways to the Rondout Creek, the designation of the Catskill-Shawangunk Greenway Connection, amending Code language for zoning relevant to Stream and Wetland setbacks, a local law for enhanced Stream Corridor Protection, designation Agricultural Advisory Committee, and about the maps they provided and what the maps showed. They also spoke about the designation of the Great Rondout Wetlands including Great Pacama Vly as a Critical Environmental Area.
The hope is to have the Open Space and Natural Heritage Plan be added to the Town of Rochester Comprehensive Plan.
The Town Board, Church and Mickelson conversed about the plan and decided to give the Board members until July 18th 2017 for any questions and feedback about the plan after they have read over it.
BORREGO SOLAR PROJECT:
Resolution #81-2017:
Attorney Christiana stated that the Board has already gone through everything for the sand mine solar site and now they are looking at the property off of Airport Road. She stated that the Board needs to follow the same process as last time and seek lead agency for SEQRA and pass it along to NYSERDA and the Town of Rochester Planning Board for their consent so that hopefully next week the Town of Rochester can enter into the lease with Borrego Solar if everyone would be okay with that. She stated that for this particular project it all has to be in by the beginning of July. She stated that the Planning Board had scheduled a Special Meeting for Friday, June 30th 2017 at 6:00PM in order to get the lead agency portion moving.
A Motion was made by Councilwoman Chachkin to approve the resolution declaring the Town Board of the Town of Rochester’s intent to be lead agency for SEQRA review of the Borrego Solar Energy System Project in the Town of Rochester, off Airport Road, Tax map #69.2-2-41.100.

POLICE CONSTABULARY 911 CALLS:
Resolution #82-2017
Chief Richard Miller spoke to the Town Board about the meeting he had with Supervisor Chipman, the State Troopers and the Ulster County Sheriffs about allowing the Town of Rochester Police Constabulary be able to answer 911 calls within the Town. Chief Miller asked the Town Board to grant the Town Constables to answer 911 calls.
A Motion was made by Councilwoman Haugen-DePuy to give the Town of Rochester Police Constabulary no limitations on answering 911 calls with in the Town of Rochester.

HIGHWAY BAN REDO RESOLUTION:
Resolution #83-2017
A Motion was made by Councilwoman Haugen-DePuy authorizing the resurfacing of roads in and for the Town of Rochester, Ulster County, NY, at a maximum estimated cost of $282,000 and authorizing the issuance of $282,000 serial bonds of said Town to pay the cost thereof.

PROJECT 32 ROAD:
Resolution #84-2017
Attorney Christiana brought up the 75 feet of road off of Project 32 Road that is part of a private drive and the Town of Rochester owns property on that 75 feet. She stated that the 75 foot section of roadway has not been maintained. Attorney Christiana recommended that the Town Board allow the Highway Department to maintain and plow those 75 feet of roadway to a safe condition.
Highway Superintendent Spano stated that the Highway Department would fill in the pot holes and plow the roadway for the 75 foot section during the winter.
A Motion was made by Councilwoman Fornino to allow the Highway Department to maintain the 75 foot section of roadway on Project 32 Road.

DEWITT ROAD:
Resolution #85-2017
Attorney Christiana also spoke about the property on DeWitt Road. She stated that they would have the entire property surveyed by John Post.
A Motion was made by Councilwoman Haugen-DePuy to expend not more than $5,500.00 to have John Post survey the Town Property at DeWitt Road.
