Town Board Audit/Workshop Meeting – July 2015

The July Audit/ Workshop Meeting was held on July 30, 2015 at 5:30pm at the Town of Rochester Town Hall.

 

PRESENT:

Supervisor Chipman                            Councilwoman Chachkin                    Councilman Drabkin

Councilman Spano                              Town Clerk Gundberg

 

ABSENT:

Councilwoman Fornino                                  Attorney Christiana

 

Supervisor Chipman opened the meeting and Carol Fischer led in the Pledge of Allegiance to the Flag.

 

WORK PLACE VIOLENCE TRAINING:

 

Supervisor Chipman held a training regarding Work Place Violence with the Town Board Members.

 

APPROVAL OF THE BILLS:

 

A Motion was made by Councilman Drabkin to approve the bills as follows;

 

GENERAL FUND ABTRACT 7 OF 2015                                       $    66,404.45

HIGHWAY FUND ABTRACT 7 OF 2015                                      $  238,707.66

STREET LIGHTING                                                                         $        389.19

TRANSFER STATION DISCUSSION:

 

There was a lengthy discussion in regards to transfer station fees. Supervisor Chipman presented to the board dumping fees at surrounding Town Transfer Stations. With the fees in place now we are operating at a deficit that the Town can no longer afford to incur. The discussion will continue at another time.

 

Resolution # 94 -2015:

 

A Motion was made by Councilman Drabkin to rescind resolution # 86 -2015 increasing C/D to

$ 135.00 per ton and household garbage $ 1.75 per 15 lb bag of garbage, effective August 1, 2015.

TOWN OWNED PROPERTY:

 

Supervisor Chipman stated he is going to get a list of town owned property for the board to review for possible sale.

 

DISCUSSION OF POLICY OF PURCHASING:

 

The board discussed putting into place a policy regarding purchases made by the Town. At times members of boards or committees make purchases and are charged sales tax that the town is exempt from paying. Having a policy in place will protect the Town from paying these fees.

 

 

NYS COMPTROLLER TRAINING:

 

Supervisor Chipman stated he attended a training class in Albany held by the NYS Comptroller regarding fund balance, fraud, town budget.
