Town Board Audit/Workshop Meeting – February 2017

The Audit Workshop Meeting was held on February 23, 2017 at 5:30pm at the Town of Rochester Town Hall.

APPROVAL OF THE BILLS:

A Motion was made by Councilwoman Chachkin to approve the following;

General Fund abstract 14 of 2016 $ 3,004.00

ZONING REVISION COMMITTEE RECOMMENDATIONS:

The Board agreed to place the recommendations submitted by the ZRC on the Town website for the public to review. An ad with be placed in the Blue Stone Press and the Shawangunk Journal encouraging the public to review such recommendations and submit comments/ concerns to the Town Board prior to the next Audit work shop meeting where the recommendations will be discussed in detail .

OUTDOOR WOOD BURNING DISCUSSION:

The Board discussed a correspondence requesting a ban on woodstoves in the hamlet area from May 1- October 15 of each year. In a hamlet the homes are close together and neighbors cannot comfortably enjoy opening windows allowing fresh air to come in to their home because of the smoke.
Councilwoman Haugen-Depuy asked about DEC regulations.
Supervisor Chipman explained that the regulations are hard to define and the DEC doesn’t enforce smoke measurements.
The Board discussed including woodstoves, wood burning fireplaces and outdoor wood burning furnaces.
Councilwoman Fornino disagreed with including fire places or indoor woodstoves along with the October 15th date. Late summer nights it can be cold and people like to have a small fire to get the chill out of the house.

Supervisor Chipman stated he would work on revisions to the Outdoor wood burning local law with banning outdoor use from May 1-September 15th and present it to the Board to discuss.

SOLAR RFP UPDATE:

Larry Dewitt discussed with the Board that the Public Service Commission have yet to clarify rebate pricing so the newest information received from the solar companies are guesstimates. From the looks of things it may still be awhile before the PSC makes any decisions.
Another thought Larry presented to the Board is creating 4 to 5 10 acre solar park at the Transfer Station with the assumption of the solar park revenue paying for the Que and the expense wouldn’t fall on the Town. More information will be brought to the Board at the next Board meeting.

CHANGE THE TIME OF THE AUDIT MEETING:
Resolution # 57-2017:

A Motion was made by Councilwoman Chachkin to change the audit/workshop meetings to 7pm on the last Thursday of each month.
