The December Audit Workshop Meeting was held on December 29, 2015 at 5:30pm at the Town of Rochester Town Hall.

PLEDGE:

Supervisor Chipman opened the meeting and Attorney Christiana led in the Pledge of Allegiance to the Flag.

APPROVAL OF THE BILLS:

A Motion was made by Councilwoman Chachkin to approve the following:

General Fund Abstract 12 of 2015 $ 42,891.70
Highway Fund Abstract 12 of 2015 $ 13,188.65
Street Lighting $ 421.86

There was a discussion on paying the bills during the Audit Meeting. It was agreed that this would be a good opportunity for the board to focus on bills submitted by each department and discuss any topics.

PLANNING AND ZONING TRAINING AND ATTENDANCE POLICY:

The Board discussed the importance of training for members appointed to the Planning Board and ZBA. The Town Board agreed that it will be mandatory for a new appointed member to attend a training course within the first three months on basic understanding of the roll of the Planning Board and ZBA. (whether it’s a class offered or an online course)
Councilwoman Chachkin stated we should change 34.3B because of the lack of a way of dealing with failure for training.
Another change was that the Supervisor would sign the letter to members not in compliance with the attendance rather than the liaison.
The Planning/ ZBA Secretary, Chair of the Planning & ZBA Boards, & the Town Clerk will also receive notification.
Supervisor Chipman asked the board if they had time to review the proposal Councilwoman Chachkin sent in regards to the Planning and Zoning training?
The Board agreed with the changes.

DRUG AND ALCOHOL POLICY:

Supervisor Chipman stated he will send the final copy to Michael Richardson for review before the Board approval.

ZONING/ SUBDIVISION REVISION COMMITTEE:

There was a brief discussion on when the committee will meet in 2016.

Councilwoman Chachkin
CEO Jerry Davis or designee
Chairman of Planning Board Mike Baden or designee
Chairwoman of ZBA Bea-Hagan Depew or designee

The board discussed the status of condemned home on 5001 Route 209 owned by Giles Edward. Supervisor Chipman stated he would talk to Jerry Davis to see what the next course of action would be.
It was also discussed to talk with CEO about bank owned properties within the Town.
