Call to Order – Pledge to the Flag – Roll Call

STATEMENT FROM THE SUPERVISOR:

I have confirmed with the Town’s Counsel that tonight’s meeting has been convened in accordance with the Governor’s March 13, 2020 Executive Order 202.1 which suspends certain provisions of the Open Meetings Law to allow a municipal Board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight’s meeting via YouTube and a transcript will be provided at a later date.

The Town Clerk has completed a roll call of the Board Members and there is a quorum present for this meeting. I have also confirmed with the Town Clerk that this meeting has been duly noticed.

We have fulfilled our legal notice requirements by posting Notice on the Town Clerk bulletin board and outside door, posting legal notice in the Daily Freeman, and posting notice on the Town’s website.

INFORMATION PRESENTED TO BOARD TO BE VOTED ON OCTOBER 1, 2020:

2021 Health Insurance Proposals:

Supervisor Baden asked the Board members to review the plans and be prepared to vote on it by next week. There is a 6% increase in the MVP plan current employees are enrolled in and a
4.80 % decrease in the MVP gold (retirees).
Councilman Paddock stated this is good considering there was a projection of an 11% after COVID.

Request from Code Enforcement to Construct Storage Space:
Supervisor Baden received a request from the Code Enforcement/ Building Department for an addition off the office. The Board agreed that this is feasible but agreed to look into the legalities of the inspection.

RESOLUTIONS:

APPROVAL TO DEFENT ARTICLE 78: ALLISON AND SEAN HOOTS V. TORZBA:
Resolution # 202 -2020:

A Motion was made by Councilwoman Enouen the Town Board authorizes the expenditure of up to $10,000 to be paid to Mary Lou Christiana to answer and defend the Article 78, with reimbursement for fees made via Selective Insurance upon presentation of vouchers.

Discussion: Supervisor Baden told the Board that the Town insurance will reimburse up to $ 10,000.00 in legal costs for the case.

SHARED WORK PROGRAM:
Resolution # 203-2020:

A Motion was made by Councilman Paddock that The Town Board authorizes the Supervisor to extend the Shared Work Program until November 1, 2020 as follows:
Clerks to Justices will continue work at 25% reduction of weekly hours
Recreation Dept./Assessor Field Worker will continue work at 40% reduction of weekly hours

A Motion was made by Councilwoman Enouen that the Town Board schedule Budget workshop meetings to discuss the 2021 Town Budget for 10/6/20, 10/14/20,10/21/20 at 6:30pm and for the Town Clerk to advertise the same.

1. Holding interviews with the top five scoring firms for the Building Conditions Survey RFP
2. Discussion about matters leading to employment of a particular candidate
3. Discussion regarding current litigation

AUTHORIZING THE SUPERVISOR TO INITIATE A CONTRACT:
Resolution # 205-2020:

A Motion was made by Councilman Paddock that the Town Board authorizes the Supervisor to initiate contract with CPL, 9 Elks Lane, Poughkeepsie, NY 12601 for the purposes of conducting a Building Conditions Survey (BCS) and to develop a Five-Year Capital Facilities Plan. Such contract shall require final approval by the Town Board prior to initiation of any services.

APPOINTMENT OF CLERK(PT):
Resolution # 206 -2020:

A Motion was made by Councilman Paddock upon recommendation by the Code Enforcement Office, the Town Board approves the employment of Courtney Coffey ¬¬¬¬¬¬¬for the vacant position of Temporary Clerk (PT), effective September 27, 2020 until December 19, 2020 (12 weeks). The position to be for a maximum of 15 hours per week or 180 hours in total, and to be compensated at the rate of $15.00 per hour. The position to be managed, and hours and duties established, by the Code Enforcement Officer and the Zoning Coordinator.
