Town Board Audit/Workshop Meeting – October 2018

The October 30, 2018 Audit/ Workshop Meeting was held at 6:00pm at the Town of Rochester Town Hall.
The Audit by the Town Board for Abstract 10 of 2018 was held at 6:00pm.

The Workshop Meeting began at 7:05pm

Supervisor Baden opened the workshop meeting and led in the Pledge of Allegiance to the Flag.

APPROVAL OF BILLS:
Resolution # 341-2018:

A Motion was made by Councilwoman Haugen-Depuy to approve the following;

General Fund Abstract 10-2018 $ 67,401.79
Highway Fund Abstract 10-2018 $ 97,556.16
Street Lighting Fund $ 381.06

Second: Councilman Hewitt

PRESENTATION OF TOWN FISCAL POLICIES AND PROCEDURES REVIEW:

Joe Montalto of Sickler, Torcia, Allen & Churchill presented the Consulting Report to the Town Board that was conducted in July of 2018.
The Town Board and Town Clerk Gundberg reviewed the report with Mr. Montalto.

RETIREE’S HEALTH INSURANCE DISCUSSION:

The Board reviewed documentation that was given to them in regards to the 1984 IBEW contract stating that the Town will provide retired employees with health insurance.

Supervisor Baden consulted Michael Richardson regarding the information provided and Mr. Richardson clarified though insurance was to be provided it doesn’t state that it will be free.

The Board had a lengthy discussion on the interpretation of wording in the 1984 contract.

Councilwoman Haugen-Depuy stated that seeing the documentation from 1984 providing insurance to retirees after the vote is frustrating and wouldn’t have voted yes on having retirees contribute 25% of the premium if this information was provided earlier.

Supervisor Baden stated the Board was unaware documentation exist, however there is no dollar amount listed only that the Town will provide them with insurance and we do.

The Board agreed to discuss it further at the November Town Board Meeting.

Supervisor Baden stated it averages out to be $ 13,500.00 per year so if the Board agrees to waive the 25 % contribution then we need to find out where to take it from in the budget.

2019 PROPOSED BUDGET WORKSHOP:

The Board discussed with Justice Babcock the personal service line for Municipal Court line.

Resolution # 342-2018:

A Motion was made by Councilman Drabkin to leave the Court Clerk personal service line as is.
Second: Councilwoman Haugen-Depuy
Discussion: Councilman Hewitt thanked Judge Babcock for a great and fair proposal he brought before the Board.

RESIGNATION:

Shaye Davis, Secretary to the Planning and Zoning Board of Appeals submitted her resignation.

EXECUTIVE SESSION:

A Motion was made by Councilwoman Haugen-Depuy to enter into executive session at 9:48pm to discuss the vacancy of the secretary to the Planning Board and Zoning Board of Appeals.

A Motion was made by Councilwoman Haugen-Depuy to reconvene the meeting at 9:53pm stating no action taken nor monies expended.
