Town Board Audit/Workshop Meeting – November 2018

The Audit / Workshop Meeting was held on November 29, 2018 at the Town of Rochester Town Hall.
The Audit for Abstract 11 of 2018 was held at 6:00pm.

PLEDGE:
Supervisor Baden opened the meeting and led in the Pledge of Allegiance to the Flag.
BUDGET AMENDMENT MODIFICATION:
Resolution # 369-2018:

A Motion was made by Councilwoman Haugen-Depuy to approve the following Highway Fund budget amendment, as recommended by the Town Supervisor;

9060.8 Medical Insurance $-9,000.00 New Budgeted: $ 195,867.00

9010.8 State Retirement $ +9,000.00 New Budgeted: $ 48,110.00

Second: Councilman Hewitt
Discussion: Supervisor Baden stated by prepaying the State Retirement for next year the Town will be saving approximately $ 1,200.00.

A Motion was made by Councilman Hewitt to approve the following for abstract 11 of 2018:

Street Lighting Fund $ 383.25

DISCUSSION:

LOCAL LAW 8 OF 2018: CHAPTER 53 ANIMALS:

Supervisor Baden stated that the Board will set the public hearing at the December Town Board meeting.

LOCAL GOVERNMENT RECORDS MANAGEMENT IMPROVEMENT FUND
( LGRMIF):

Supervisor Baden stated that he would like to put out an RFP for the Building Department and Planning and Zoning department records to be indexed and digitalized. Supervisor Baden stated he will apply for the LGRMIF grant based on the results of the RFP. The idea of the RFP is to get an idea of costs.

NAMING OF THE ALLIGERVILLE BRIDGE:

Supervisor Baden stated there was a request to have the Alligerville Bridge named after Art Lapp longtime resident and active member of the Fire Department. Supervisor Baden stated that he will ask the Board to pass a resolution supporting the naming of the bridge and forward it to the County.

ACCORD SPEEDWAY:

Supervisor Baden will present to the Board next week an amendment to revise the approved 2019 speedway schedule.

2019 BOARD AND COMMISSIONS CALL FOR APPLICANTS:

Supervisor Baden stated he will send letters to members will upcoming expiration dates to Boards and Commissions and see what feedback we receive.

HIGHWAY SUPERINTENDENT REQUEST TO ORDER A 2019 INTERNATIONAL TRUCK WITH SANDER BODY AND PLOW:

Superintendent Spano is requesting a resolution approving the ordering of a 2019 international truck with sander body and plow through vendor Ben Funk. If the truck is ordered before December 13, 2018 there will be an $ 8,000.00 decrease from the 2019 price. The purchase of this truck will be paid in full by CHIPS.
Councilwoman Haugen-Depuy asked for price and specs to be presented to the Board by the December Town Board meeting.

SAND AVAILABILITY FOR TOWN RESIDENTS:

There was a discussion on whether to Town will provide the Town owned sand to the residents

SCENIC ROAD:

Supervisor Baden stated he received a request to have scenic road turned into a one way road.
Highway Superintendent Spano asked the Board to look at all the contributing factors before making a decision.
Supervisor Baden asked Chief Miller to put together a traffic incident report regarding Scenic Rd and the Board can decide from there if they want to pursue it further.

BOICE MILL ROAD BRIDGE:

As per a letter from The New York State Department of Transportation the Town of Rochester was not selected for funding through the 2018 Bridge NY program.

2019 TRANSFER STATION FEES:

Supervisor Baden discussed with the board increasing either the permit or ticket fees for the transfer station.

There was a discussion on florescent light bulbs that will be discussed further next week .
