Town Board Audit/Workshop Meeting – August 2020

The Town of Rochester Town Board held the August 27, 2020 audit at 6:00 pm and the Workshop meeting at 6:27 pm at the Harold Lipton Community Center.

2020 BUDGET MODIFICATIONS
Resolution # 181-2020

A Motion was made by Councilwoman Enouen for the Town Board to authorize Town Supervisor to make modifications to the 2020 Town General Fund and the Town Highway Fund Budgets as presented.
Second: Councilman Paddock
After a brief discussion the Board decided to table the Resolution until the following meeting.

SHARED WORK PROGRAM
Resolution # 181-2020

A Motion was made by Councilwoman Enouen for the Town Board to authorize the Town Supervisor, to extend the Shared Work Program until September 26,2020 as follows:
Court Clerks will work at 75 % of weekly hours.
Recreation / Assessor’s Aide will work at 60% work hours staring August 30,2020.

Court Clerks @ 21 hours per week Recreation Director @ 21 per week
2 Recreation Assistants @ 12 hours per week Assessor’s Aide @ 21 hours per week

DISCUSSION

ECC AND HPC REQUESTS FOR APPOINTMENT

We have received two interested people in the ECC and one in the HPC. Joan Ewing is applying for HPC. Mikala Sherman and Mark Diedrich for ECC there are opening positions on both boards. They have all been actively involved, will bring a formal resolution to the September Regular Town Board meeting. There is also an alternate member on ZBA not asking to decide now but will put it on the agenda next meeting.

BUILDING CONDTIONS RFP

We received approximately 20 requests for the proposal. Proposals are due Tuesday September1, 2020 at 2 pm.

RECREATION PROGRAM
Resolution #182 -2020

A Motion was made by Councilwoman Haugen-Depuy that the recreation department open for Tuesdays, Wednesdays and Thursdays at the Town park pavilion with line dancing and chair yoga the fee being $2. The Tuesday program fee being $3 but with the suggestion made by Councilman Hewitt no one turned away.

Ashley Sweeney and Bethany Dennin continue with the amazing youtube series for the youth. Moving back into the senior group, Rita Harkins wrote a procedures proposal to be held at the pavilion in the Town Park so the seniors can get back to the Tuesday movement exercise program, Wednesday line dancing and Thursday chair yoga with a start week of September 14, 2020.

AFTER SCHOOL PROGRAM

After a brief discussion, The Board thought it would be best not to have anything after school at this time.

CLERK (PT) TO WORK IN CODE ENFORCEMENT / BUILDING DEPT.

Due to the high-volume workload in the Code Enforcement Office, it was suggested to fill a part time 15-hour week clerk position for the remainder of the year to be re-evaluated in December 2020.

COMPREHENSIVE PLAN AND LAND USE COMMITTEE REFERRAL

o Comprehensive Plan
The Board reviewed three documents to add to the comprehensive plan. Currently referral requests for comments are out, no comments have yet to be received. The amendments must go for public hearing which the Board is planning to do in October.

o Critical Environmental Area
There was a discussion on map designation; to put a map in SEQRA (State Environmental Quality Review) to protect important community resources of Great Pacama Vly and the Catskill – Shawangunk Greenway Connection.

o Short Term Rentals
The Board had a lengthy discussion and made some changes to the Short-Term Transient Rental Draft.
