Town Board Audit/Workshop Meeting – August 2019

The Audit / Workshop Meeting was held on August 30, 2019 at 6pm at the Town of Rochester Town Hall.

The Audit for Abstract 08-2019 was held at 6:00pm.

The Workshop Meeting began at 6:44pm and Supervisor Baden led in the Pledge of Allegiance to the Flag.

Resolution #203-2019:

A Motion was made by Councilman Drabkin to approve abstract 08 of 2019;

General Fund: $ 85, 194.53

DISCUSSIONS:

GENERAL CODE- Supervisor Baden stated it will be up and running in a month. There were a few corrections to make.
IT CONSULT- Supervisor Baden stated another consultant will be coming on Wednesday to give a quote. Councilwoman Haugen-Depuy asked if there are specs for the IT Consults. Supervisor Baden stated it’s easier to have a consult come to the Town and look everything over and give us a quote. Councilwoman Haugen-Depuy asked to have Go Fast computers to come do a quote as well.
HVAC SYSTEM- Supervisor Baden stated the estimate is over $ 100,000.00. He also spoke with Laura who was hired as the temp in the Assessor’s office to see if she has had any breathing issues, she stated no. The Board agreed to hold off on the HVAC project.
TRANSFER STATION- NEW LOADER/ TRACTOR: the board discussed the purchase of a tractor with bucket to use at the Transfer Station to be used as a mower and to plow snow in the winter. Supervisor Baden stated that he has $ 25,000.00 budgeted.
2020 BUDGET SCHEDULE- Department heads tentative budgets are due back to the Supervisor by September 18, 2019 and will be presented to the board no later than Oct. 3, 2019. The Board will hold workshop meetings the month of October.
IBEW CONTRACT- The Highway Contract expires the end of this year. Supervisor Baden doesn’t anticipate any changes or at least big changes. A draft version should be available by November.
SOLAR ON LANDFILL- Supervisor Baden received a proposal from a solar company interested in putting solar on the capped land at the transfer station. These solar panels are anchored differently and can be placed on the cap. Supervisor Baden would like to pursue this for the possibility of more revenue.
ASSESSOR AGREEMENT- Attorney Christiana drew up an agreement between the 3 Towns that share the Town Assessor. Supervisor Baden asked the Board to look it over.
COURT COPIER- Supervisor Baden stated that he signed a 5 year lease for the Court copier and received a call that the contract is 38 % less than what it’s supposed to be. The company wants to agree to additional $ 10 a month. The Board agreed not to re-negotiate.

EXECUTIVE SESSION:

A Motion was made by Supervisor Baden to enter into executive session at 7:10 pm to discuss matters leading to the employment, demotion, discipline, suspension, dismissal of a particular employee and request the Highway Superintendent and Deputy Superintendent to join.

A Motion was made by Supervisor Baden to reconvene the meeting at 7:24pm stating no action taken nor monies expended.

TERMINATION OF EMPLOYEE:
Resolution # 204-2019:

A Motion was made by Councilwoman Haugen-Depuy to direct the Town Supervisor to send a letter of termination of employment to Robert Freer from the position of HMEO, Highway Department effective August 30, 2019.
